CALL
TO ORDER
At 6:30 p.m. Board President, Tyce
Stebbins, called the meeting to order.

AGENDA
A. A motion was made by Norb Heban and seconded
by Lorraine Tomlin to amend the agenda as presented by Superintendent
Hall. The motion was approved
unanimously.
IV.
MINUTES
A. A motion was made by John Adams and
seconded by Norb Heban to accept the minutes of the work session of the Board
held on February 23, 2011 and of the business meeting and executive session
held on March 1, 2011. The motion was
approved unanimously.
V.
FINANCE
A. A motion was made by Norb Heban and
seconded by Lorraine Tomlin to approve the list of vouchers as presented. The motion was approved unanimously.

COMMUNICATIONS
FROM THE FLOOR
A. Lilly Grant Awards for Lance Brand and
Rebecca Weaver
Superintendent Hall informed the Board
we have two teachers from our Corporation receiving Lilly Teacher Creativity
Grants for this summer. Ms. Rebecca
Weaver, Band and Music Teacher at Delta High School and Delta Middle School,
received a grant with a joint proposal submitted by herself and a friend from Noblesville. Ms. Weaver told the Board the grants are
$8,000 dollars for a six week full time project in the summer. Those submitting for the grant must submit a
three page proposal for a renewal program of their choosing. Ms. Weaver will be traveling to both New York
City and New Orleans to study Jazz Music which will include some music writing as
well as attending a four day Jazz Improv. Session.
Dr. Lance Brand, Science Teacher at
Delta High School, also wrote a grant that was accepted. He will be heading to Norway with his family
where he will be able to visit with family and friends there in Norway. He will be camping and hiking in various
parts of Norway. He will be kayaking
through the area of the fiords and will be hiking the largest glacier in all of
Europe.
Superintendent Hall congratulated both
teachers on their awards from Lilly and thanked them for the time and effort of
applying for these grants. Mr. Tyce
Stebbins, Board President, also congratulated the teachers on behalf of the
Board.

NEW
BUSINESS
A. Certified Staff
A motion was made by Lorraine Tomlin
and seconded by John Adams to accept the following certified staff retirements
(items 1-4) as presented by Superintendent Hall.
1. Retirement of Karen Cope as a science
teacher at Delta High School effective with the last teacher work day of the 2010-2011
school year.
2. Retirement of Lisa Ferguson as a French
teacher at Delta High School effective with the last teacher work day of the
2010-2011 school year.
3. Retirement of Richard Williams as an
English teacher at Delta High School effective with the last teacher work day
of the 2010-2011 school year.
4. Retirement of Nancy Studebaker as a language
arts teacher at Delta Middle School effective with the last teacher work day of
the 2010-2011 school year.
The motion was approved unanimously.
B. Classified Staff
1. The Board was informed of the resignation
of Carolena Johnson as a food service employee at Delta High School effective
March 4, 2011.
2. A motion was made by Lorraine Tomlin and
seconded by Norb Heban to accept the retirement of Don Pease as a corporation
bus driver effective at the end of the day on May 31, 2011. The motion was approved unanimously.
C. Extra Curricular
1.
A motion was made by John Adams and seconded by Lorraine
Tomlin to appoint Johnathan Baldwin as an assistant baseball coach for a split
position at Delta High School effective for the 2010-2011 season pending
successful completion of all pre-employment testing. The motion was approved unanimously.
D. Conference Requests/Field Trips
A m0tion was made by Norb
Heban and seconded by Lorraine Tomlin to approve the following conference
requests and field trips (items #1-8) as presented by Superintendent Hall:
1. Susan DeNeal requests permission to
attend the State Geography Bee on Friday, April 1, 2011 at IUPUI in
Indianapolis, IN.
2. Dee Orick and Donica Lee request
permission to attend the 2011 Meals Plus Midwest User Group Meeting on Tuesday,
April 5, 2011 at the Hilton Garden Inn in Columbus, OH.
3. Cheri Ridley and Dawn Raleigh request
permission to attend Preparing for the English 10 ECA-Introduction to the
National Core Standards on Tuesday, April 12, 2011 at the East Central
Education Service Center in Connersville, IN.
4. Jennifer Conti requests permission to
attend the Guidance and Counseling Workshop on Wednesday, April 13, 2011 at the
Muncie Area Career Center in Muncie, IN.
5. Doug Wilder and Connie Stinson request
permission to attend the Guidance and Counseling Workshop on Wednesday, April
13, 2011 at the Muncie Area Career Center in Muncie, IN.
6. Jennifer Berry requests permission to
attend the Small Group Reading Workshop on Thursday, April 14, 2011 at the East
Central Education Service Center in Connersville, IN.
7. Emily Filler requests permission to
attend Differentiated Learning Stations on Friday, April 15, 2011 at the East
Central Education Service Center in Connersville, IN.
8. Alexis Cramer requests permission to take
music and choir students from Delta High School to Emens Auditorium on Friday,
April 1, 2011 from 8:30 a.m. to 11:30 a.m.
The motion was approved
unanimously.
E. Information and Proposals
1.
Superintendent
a.
Four
Star School
Superintendent Hall
informed the Board DeSoto Elementary School was named a four star school for
the 2009-2010 school year. We are proud of
DeSoto Elementary School and the accomplishment and are grateful that those
same students, staff and teachers are still a part of the Delaware Community
School Corporation and are still working hard to make this a wonderful school
system for all students. We appreciate
all the effort that went into making DeSoto Elementary School a four star
school for 09-10.
b.
Math
Curriculum Guides K-12
Superintendent Hall
informed the Board the Math Curriculum Guides for all schools are in a folder
on their computer. Superintendent Hall
introduced Ms. Kathy Hottinger, principal of Eaton Elementary School, to answer
any questions the Board might have regarding the curriculum guides or the
process utilized to form them. Ms.
Hottinger updated the Board on the work of the committee members to establish
the curriculum guides and adopt textbooks for math as well as those who are
continuing to work on adopting science and health textbooks.
After a discussion of
the Board, Superintendent Hall advised the math curriculum guides would be
brought back at the April 5, 2011 meeting of the Board for approval.
At this time,
Superintendent Hall informed the Board Royerton Elementary School’s Math Bowl
Team was the Regional Winner this year and placed 20th out of 100
teams at the State Competition. Eaton
Elementary School’s Math Bowl Team won second place at the Regional
Competition. Royerton’s team has been
invited to the April 5, 2011 meeting of the Board.

Assistant
Superintendent
a. Resolution for Investment
A motion was made by Norb Heban and seconded by John Adams
to approve the Resolution for Investment as presented by Assistant Superintendent
Gullion. The motion was approved
unanimously.
b. Ikon Contract
A motion was made by John Adams and seconded by Lorraine
Tomlin to accept the contract with Ikon as presented by Assistant
Superintendent Gullion. The motion was
approved unanimously.
A motion was made by Norb Heban and seconded by Lorraine
Tomlin to approve the following surplus items (items c-d) as presented by
Assistant Superintendent Gullion:
c. Request to surplus one broken chair from
the Central Office Boardroom to be used by the maintenance department for spare
parts.
d. Request to surplus items as listed from
Albany Elementary Cafeteria Inventory.
The motion was approved unanimously.
e. A motion was made by Lorraine Tomlin and
seconded by Norb Heban to accept a donation of fall decorations from Marsh
Supermarkets for teachers at Eaton Elementary School. The motion was approved unanimously.
f.
A
motion was made by Lorraine Tomlin and seconded by John Adams to approve Paul
Grove’s request for permission for Delta Softball to hold a trash bag sale from
March 28, 2011 to April 30, 2011 to aide in the purchase of softball supplies
and equipment. The motion was approved
unanimously.

BOARD
MEMBER COMMENTS
Lorraine Tomlin – I’d like to thank everyone for coming
this evening. I’d also like to thank the
Board for sending Mr. Hall and I to the Education Foundation Seminar. Thank you as well to Ms. Weaver and Mr. Brand
for taking the time to apply for the grants and congratulations on receiving
them. Congratulations to our retirees
this evening and congratulations as well to the staff, students and teachers at
DeSoto Elementary School on being awarded four star status in their last
year. What a great way to close out that
year. Dee Orick, we appreciate you and
all the juggling of staff you have to do and for your attendance at each
meeting. Thank you for all that you
do. Congratulations to both the Royerton
Elementary and the Eaton Elementary School Math Bowl Teams on their successful
seasons.
John Adams – Thank you all for coming this
evening. We appreciate Ms. Weaver and
Mr. Brand for the work on the Lilly Grants and congratulate you on the grants
you were awarded for this summer. We
wish the retirees all the best and appreciate all they’ve done for us as
teachers and as a bus driver for our students.
I’d just like to mention the recent play at Delta Middle School. The students did an awesome job and it was
fun to see them in the play. We wish the
kids all the best as they work hard on projects like this and it was great to
see their outstanding job. What a great
accomplishment for DeSoto Elementary School.
I’m thrilled they were awarded four star status in their last year of
existence. Accomplishing that takes all
students, staff and teachers working together.
I would also like to applaud the efforts by Dr. Gullion and Mr. Hall as
you find ways to save funds for our schools.
Norb Heban – I would concur with my fellow Board
members. Through my own kids, I’ve been
able to see both Ms. Cope and Mr. Brand in their teaching roles and both did a
wonderful job. Congratulations to those
who received the Lilly Grants. I would
also mention we love reading the evaluations that come in on the meetings and
trips taken. Thank you for that. Let’s keep in mind the Japanese people during
this rough time for them.
Tyce Stebbins – I would like to expound a little more
on the evaluations we receive. They are
great feedback to the Board and help us understand the curriculum and they also
help as we approve these trips and/or meetings.
I would reiterate all the congratulations shared. I was unable to attend the recent Corporation
Musical, but heard it was a great success.
Superintendent Hall added it was an event where a lot of
different students got to be involved, perform and shine. We also had a play at Delta High School which
was an excellent production with a lot of talent.
Tyce Stebbins added congratulations for the retirees
this evening and DeSoto Elementary School for the award. I would also add congratulations to the
basketball team who won their sectional, Mr. Conley’s son who was named to the
North/South All Star Team, and also Mr. Zgunda’s son who received a nice award
and will be coming to our next Board meeting to share that with the Board. I saw the Delta High School Brain Game Team
on TV as they competed in a tough competition and they did an awesome job. Thank you to Eaton Elementary School for the
bulletin board tonight which shows advice from fifth grade students to third
grade students regarding taking the ISTEP test.
Thank you as well to Ms. Tomlin and Mr. Hall for doing the start up work
for the Education Foundation.
XI.
FUTURE
MEETINGS
A. A regular meeting of the Board of School
Trustees is scheduled for Tuesday, April 5, 2011 at 6:30 p.m. at the
Administration Building.
B. The ISBA Spring Regional Meeting will be
held on Wednesday, May 11, 2011 at the Delaware Country Club in Muncie, IN.
XII.
ADJOURNMENT
A motion
was made by John Adams and seconded by Lorraine Tomlin to adjourn the
meeting. The motion was approved
unanimously and Board President, Tyce Stebbins, adjourned the meeting at 7:23
p.m.
An
executive session was held immediately following the business meeting to
discuss the job performance evaluation of individual employees.
