MINUTES

I.                   CALL TO ORDER

 

At 6:30 p.m. Board President Harry Fowler called the meeting to order.

 

II.                PLEDGE OF ALLEGIANCE

 

III.             MINUTES

 

A.     A motion was made by Norb Heban and seconded by Sean Burcham to approve the minutes of the executive session and business meeting held on Tuesday, October 9, 2007.  The motion was approved unanimously.

 

IV.              FINANCE

 

A.     A motion was made by John Adams and seconded by Lisa Clawson to approve the list of vouchers as presented.  The motion was approved unanimously.

 

V.                 OLD BUSINESS

 

A.     2008-2009 School Year Calendar

 

A motion was made by John Adams and seconded by Norb Heban to approve Superintendent Mapes recommendation of the option five calendar for the 2008-2009 school year.  The motion was approved unanimously.

 

VI.              COMMUNICATIONS FROM THE FLOOR

 

There were none.

 

VII.           NEW BUSINESS

 

A.     Certified Staff

 

1.       A motion was made by Sean Burcham and seconded by Lisa Clawson to affirm Superintendent Mapes recommendation to employ Megan Bush as a special education teacher at Albany Elementary School effective November 5, 2007 pending successful completion of all pre-employment testing.  The motion was approved unanimously.

 

B.     Classified Staff

 

1.       The Board was informed of the resignation of Dawn Chapman as an Instructional Assistant at Albany Elementary School effective at the end of the day on Friday, October 26, 2007.

 

2.      A motion was made by Sean Burcham and seconded by Lisa Clawson to train and employ Edward Herniak as a substitute bus driver pending successful completion of all pre-employment testing.  The motion was approved unanimously.

 

C.     Extra Curricular

 

A motion was made by Norb Heban and seconded by Sean Burcham to approve the following extra curricular positions as presented by Superintendent Mapes:

 

1.       Appoint Dawn Raleigh to an additional position of academic coach for Delta High School effective for the 2007-2008 school.

 

2.      Appoint Matt Huber as an intramural director for Albany Elementary School effective for the 2007-2008 school.

 

3.      Appoint Drew Hill as a seventh grade boys basketball coach for Delta Middle School effective for the 2007-2008 season pending successful completion of all pre-employment testing.

 

4.      Appoint Shelby Scocozza as a volunteer cheerleading coach for Delta Middle School effective for the 2007-2008 season pending successful completion of all pre-employment testing.

 

5.      Appoint Edwin Davis as an assistant baseball coach for Delta High School effective for the 2007-2008 season pending successful completion of all pre-employment testing.

 

6.      Appoint Josh Smith as a head freshman wrestling coach for Delta High School effective for the 2007-2008 season pending successful completion of all pre-employment testing.

 

7.      Appoint Jarrod Smith as an assistant wrestling coach for Delta High School effective for the 2007-2008 season pending successful completion of all pre-employment testing.

 

The motion was approved unanimously.

 

D.    Conference Requests/Field Trips

 

A motion was made by John Adams and seconded by Sean Burcham to approve the following conference requests and field trips as presented by Superintendent Mapes:

 

1.       Deb Christopher and Jan Morris request permission to attend the Integrating Poetry and Music to Enhance Comprehension Workshop on Thursday, November 1, 2007 at Clowes Hall in Indianapolis, IN.

 

2.      Kim Hunter requests permission to attend the IOLUG:  Reaching Digital Natives and Immigrants Workshop on Friday, November 2, 2007 at the Plainfield-Guilford Towship Public Library in Plainfield, IN.

 

3.      Cathy Giammichele requests permission to attend the Healthcare Provider CPR Training on Tuesday, November 6, 2007 at Ball Memorial Hospital in Muncie, IN.

 

4.      Connie Stinson, Tim Brannock, and Doug Wilder request permission to attend the IU East Counselor Breakfast on Wednesday, November 7, 2007 at IU East in Richmond, IN.

 

5.      Kim Kemper requests permission to attend the ISBA Employee Discharge Workshops on Wednesday, November 7, 2007 at Kokomo High School in Kokomo, IN.

 

6.      Kim DeVoss requests permission to present the Star Lab curriculum in classes at Eaton Elementary School on Wednesday through Thursday, November 7-8, 2007.

 

7.      Lisa Ferguson, Melba Fox, Lou Davis, and Linda Case request permission to attend the Foreign Language Conference on Friday, November 9, 2007 at the Holiday Inn Select at the Airport in Indianapolis, IN.

 

8.     Tarinna Morris and Julie Brown requests permission to attend the Advanced Data Analysis Seminar on Tuesday, November 13, 2007 at the Primo West in Plainfield, IN.

 

9.      Lance Brand requests permission to attend the Milken Announcement on Tuesday, November 13, 2007 at Indianapolis, IN.

 

10.  Kelly Alles requests permission to attend the Rules 2002 Beginning Teacher Orientation on Wednesday, November 14, 2007 at 1601 Indiana Ave. in Connersville, IN.

 

11.   Greg Hinshaw requests permission to attend the IASP Fall Principals’ Conference on Sunday through Tuesday, November 18-20, 2007 at the Marriott Downtown in Indianapolis, IN.

 

12.  Pat Ervin requests permission to attend the Workshop on Ethics in Economics and Business for High School Teachers on Friday, November 30, 2007 at Ball State University in Muncie, IN.

 

13.  Lance Brand requests permission to attend the Milken Roundtable Meeting on Thursday, December 6, 2007 at the Department of Education in Indianapolis, IN.

 

14.  William Yates requests permission to attend the Energy Education Seminars as follows:  Sunday through Wednesday, February 10-13, 2008 in Oklahoma City, OK; Sunday through Wednesday, June 22-25, 2008 in Nashville, TN; and Sunday through Wednesday, October 19-22, 2008 in Atlanta, GA.

 

15.   Deb Christopher and Jan Morris request permission to attend the Teaching Geometry and Algebra through Rhythm and Movement Seminar on Thursday, February 21, 2007 at the Clowes Hall in Indianapolis, IN.

 

16.  Dawn Raleigh requests permission to take the Academic Math Team from Delta High School to Huntington University (with prior permission from the Administration) for a math competition on Wednesday, October 10, 2007 from 9:30 a.m. to 2:45 p.m.

 

17.   Dawn Raleigh and Amy Lewman request permission to take the English 12 class from Delta High School to the Ball State University Library on Wednesday, November 7, 2007 from 8:30 a.m. to 11:34 a.m.

 

18.  Juli Dorton requests permission to take the seventh and eighth grade Challenge Art Students from Delta Middle School to the Ball State Museum on Thursday, November 15, 2007 from 9:00 a.m. to 1:45 p.m.

 

19.  Chris Schwer requests permission to take the third grade class from Royerton Elementary School to the Neil Armstrong Air and Space Museum in Wapakoneta, OH and the Ohio Caverns on Friday, May 16, 2008 in West Liberty, OH from 10:20 a.m. to 7:30 p.m.

 

The motion was approved unanimously.

 

E.     Information and Proposals

 

1.             Superintendent

 

a.      School Board Award

 

Superintendent Mapes congratulated the Board on their recent award as a master school board for the past year.  This is the fifth consecutive year the Board has received this award.  They continue to serve corporation to the best of their abilities.

 

b.      Disclosure Statements

 

Superintendent Mapes presented Uniform Conflict of Interest Disclosure Statements for Board members John Adams and Norb Heban as well as school administrators Superintendent Mapes and Assistant Superintendent Hall.  All could have family members employed in the corporation during the year.

 

c.       Robert P. Bell Education Fund Grant Recipients

 

Superintendent Mapes congratulated Rose Davis, first grade teacher at Albany Elementary School and Cindy Glaze, physical education teacher at Albany and DeSoto Elementary Schools.  Both have received a Robert P. Bell Education Fund Grant for classroom projects.

 

d.      Meals Plus

 

Superintendent Mapes updated the Board on the new lunch program, Meals Plus, which has been implemented in all our buildings.  The program gives parents of our students more options to follow what their children are eating for lunch as well as more options for payment.

 

e.      Direct Deposit

 

Superintendent Mapes updated the Board on the progress of implementing direct deposit for all employees.  Since successfully implementing direct deposit with the October 20th pay, there have been many positive comments from the employees who are participating in the program.  Lois Cole deserves a lot of credit for her help in implementing this program for our employees.

 

f.        Feasibility Study

 

Superintendent Mapes advised the Board that as we investigate the most efficient manner to keep our buildings safe and operational; we will run a feasibility study.  Superintendent Mapes will report back to the Board as information is gathered.

 

2.            Assistant Superintendent

 

a.      A motion was made by Sean Burcham and seconded by John Adams to approve the request to surplus various items from Delta Middle School as presented by Assistant Superintendent Hall.  The motion was approved unanimously.

 

b.      Textbook Reimbursement

 

Assistant Superintendent Hall informed the Board we have filed our textbook reimbursement report.  We have found that even though our student enrollment is down, the number of students registered on the free and reduced list is up significantly from last year.  We are looking at ways this information can best help us serve our student body.

 

c.       Adult Recreation Update

 

Assistant Superintendent Hall informed the Board the Adult Recreation evenings at Delta High School are going very well with October’s average attendance at 70 participants.  Chuck DeNeal and Amy Lewman have worked hard to ensure the success of this program.

 

3.            Director of Maintenance

 

a.      DHS Phase II Project Update

 

Director of Maintenance, Barry Harris, informed the Board we are slowly moving forward with the Delta High School Construction Project.

 

VIII.        LETTERS/NOTES

 

A.     A thank you note was read from Mark and Lisa Ellcessor.

 

IX.              BOARD MEMBER COMMENTS

 

Lisa Clawson – I would like to thank everyone for coming and for all the hard work by everyone on behalf of our school corporation.  Congratulations to Rose Davis and Cindy Glaze on receipt of the Bell Grants.

 

 

John Adams – I would concur with my fellow board member.  It is good to see our teachers receiving grants.  Congratulations to our fall sports teams.  They all did a great job.  Thanks to everyone for coming.

 

Norb Heban – Thank you to everyone for coming.  Mrs. Schwer, it was nice seeing you here tonight.  Thank you as well to the Administrators for coming.

 

Sean Burcham – I would concur with my fellow board members.  I would like to comment on the Meals Plus Program.  In the beginning I was unsure, but I think the positives of the program are a good thing.

 

Harry Fowler – Thank you to everyone for coming and to the Administrators for being here.  Thank you to Luann Smoot and Julia Shaw for the planning of the farm field day.  That is a very educational program for our students.  Thank you as well to DeSoto Elementary School for the bulletin board decorations.

 

X.                 FUTURE MEETINGS

 

A.     The next meeting of the Board of School Trustees is scheduled for Tuesday, November 13, 2007 at 6:30 p.m. at the Administration Building.

 

B.     The East Central Study Council’s Annual “Bosses Night Out Dinner” will be held on Wednesday, November 14, 2007 at the Ball State University Alumni Center beginning at 6:00 p.m. with a reception.  Dinner and a speaker will be from 7:00 p.m. to 9:00 p.m.

 

C.     The ISBA Current Issues in Special Education Seminar will be held on Friday, November 16, 2007 at the Marriott Hotel North in Indianapolis, IN.

 

D.    The ISBA Legal Seminar will be held on Friday, December 14, 2007 at the Marriott East Hotel in Indianapolis, IN.

 

XI.              ADJOURNMENT

 

A motion was made by Norb Heban and seconded by John Adams and Board President, Harry Fowler, adjourned the meeting at 7:05 p.m.

 

XII.           An executive session was held following the business meeting for litigation purposes and to receive information regarding prospective employees.
