 MINUTES

Present:  Adam Williams, President; Trent Fox, Vice President; John Adams, Secretary; Alice Gillis, Member; Tyce Stebbins, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

I.                   CALL TO ORDER

At 6:30 p.m. Board President, Adam Williams, called the meeting to order.

II.                PLEDGE OF ALLEGIANCE

III.             AMEND AGENDA

A motion was made by John Adams and seconded by Trent Fox to amend the agenda, as presented.  The motion was approved unanimously.

IV.              MINUTES

A motion was made by Trent Fox and seconded by Alice Gillis to accept the minutes of the business meeting and executive session held on Tuesday, May 24, 2016.  The motion was approved unanimously.

 

V.                 FINANCE

A.     A motion was made by Tyce Stebbins and seconded by Trent Fox to accept the list of vouchers, as presented.  The motion was approved unanimously.

B.     A motion was made by Alice Gillis and seconded by Trent Fox to approve the Annual Financial Report.  The motion was approved unanimously.

C.     Purchases over $7500:

1.       None.

VI.              COMMUNICATIONS FROM THE FLOOR

Sue Terry and Tracy Fenwick, DMS PTO, stated they are pleased to let everyone know they are purchasing a new stage curtain for Delta Middle School. 

Kelly Brown, Principal at Delta Middle School, stated the DMS PTO women are so fun to work with.  She shared Latchkey Summer Blast is a huge success with 78 students today.  She stated last year that was the most they had on one given day.  Ms. Brown stated everyone involved with Summer Blast is doing a fantastic job and she commends them for their hard work and everything running smoothly.

Joe Schmaltz, Principal at Albany Elementary School, stated they had a great finish to their school year and he’s glad to be getting things done this summer.  He stated the free breakfast and lunch program is going great. 

Chris Conley, Principal at Delta High School, thanked everyone for their participation at graduation on Saturday night.  He stated it means a lot when the students look back and realize at the last moment when so many people helped them get to that point.  He informed everyone Sarah Ogle and Jasmine Robinson will be playing at 2:00 Friday in the individual doubles finals at Park Tudor.  He stated if they win they will play Saturday and wished them good luck.  Mr. Conley let everyone know the baseball team won regionals last night and they will play Saturday in Kokomo.  25-30 students came to Decatur to cheer them on and it was a great atmosphere.  He stated it’s the first time since 2009 baseball has been to semi-state. 

Debbie Huston, Aspect Foundations, thanked Delta High School for placing foreign exchange students since 2000.  She stated Delta is her favorite school to place because the kids take the foreign exchange students under their wings.  She informed Mr. Conley the girls wanted to thank him and the staff because they really enjoyed Delta High School.  She thanked the Board for letting the students come here. 

VII.           NEW BUSINESS

A.     Mr. Mann informed the Board about the Employee Handbook (1st Reading).

B.     Mr. Mann informed the Board about the Internal Controls Policy (1st Reading).

C.     Certified Staff

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-3):

1.       Retirement of Maryann Foltz, Elementary Teacher at Royerton Elementary School, effective at the end of the 2015-16 school year.

2.      Retirement of John Kelly, Elementary Teacher at Royerton Elementary School, effective at the end of the 2015-16 school year.

3.      Resignation of Roxanne Lee, Elementary Teacher at Albany Elementary School, effective at the end of the 2015-16 school year.

The motion was approved unanimously.

A motion was made by John Adams and seconded by Alice Gillis to approve the following (items 4-9):

4.      Recommendation to employ Ashley Caupp as an Elementary Teacher at Albany Elementary School effective August 1, 2016.

5.      Recommendation to employ Elana Camp as a Choral Teacher at Delta Middle School and Delta High School effective August 1, 2016, pending successful completion of all pre-employment testing.

6.      Recommendation to employ Julia Mosser as an Elementary Teacher at Royerton Elementary School effective August 1, 2016, pending successful completion of all pre-employment testing.

7.      Recommendation to employ Katherine Habansky as an English Teacher at Delta High School effective August 1, 2016, pending successful completion of all pre-employment testing.

8.     Recommendation to employ Preston Phillips as an 8th Grade Social Studies Teacher at Delta Middle School effective August 1, 2016, pending successful completion of all pre-employment testing.

9.      Recommendation to employ Lindsey Thompson as a Professional Development Coordinator effective July 2016, pending successful completion of all pre-employment testing.

The motion was approved unanimously.

 

D.    Classified Staff

A motion was made by Tyce Stebbins and seconded by Alice Gillis to approve the following (items 1-4):

1.       Retirement of Lisa Metzger, Food Service Secretary, effective June 3, 2016.

2.      Retirement of Susan Smith, Instructional Assistant at Eaton Elementary School, effective July 1, 2016.

3.      Resignation of Diane East, Instructional Assistant at Royerton Elementary School, effective at the end of the 2015-16 school year.

4.      Resignation of Lillian Ramsey, 2 hour Food Service Cook at Eaton Elementary School, effective at the end of the 2015-16 school year.

The motion was approved unanimously.

 

E.     Extra-Curricular

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (items 1-3):

1.       Resignation of Dawn Raleigh, Academic Coach and Professional Development Committee Member, effective at the end of the 2015-16 school year.

2.      Resignation of Ron Curry, 8th Grade Assistant Football Coach at Delta Middle School, effective at the end of the 2015-16 school year.

3.      Resignation of Paul Keller, Athletic Supervisor at Delta High School, effective at the end of the 2015-16 school year.

The motion was approved unanimously.

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (items 4-18):

4.      Recommendation to transfer Samuel Carlton to a Head Freshman Football Coach at Delta High School effective for the 2016-17 school year (previously hired as Varsity Assistant Football Coach).

5.      Recommendation to employ Jordan Baldwin as a Varsity Assistant Football Coach at Delta High School effective for the 2016-17 school year.

6.      Recommendation to employ Terry Summers as a Varsity Assistant Girls’ Basketball Coach at Delta High School effective for the 2016-17 school year.

7.      Recommendation to employ Samantha Warpool as an Assistant Varsity Girls’ Basketball Coach at Delta High School effective for the 2016-17 school year, pending successful completion of all pre-employment testing.

8.     Recommendation to employ Jessica Farmer as a Dance Team Coach at Delta High School effective for the 2016-17 school year.

9.      Recommendation to employ Angela Rodriguez as an Assistant Volleyball Coach at Delta High School effective for the 2016-17 school year.

10.  Recommendation to appoint Stacey Delaney as a Volunteer Assistant Volleyball Coach at Delta High School effective for the 2016-17 school year, pending successful completion of all pre-employment testing.

11.   Recommendation to employ Jacci Glancy as a Head Girls’ Soccer Coach at Delta High School effective for the 2016-17 school year, pending successful completion of all pre-employment testing.

12.  Recommendation to employ Abby Whetsel as an Assistant Girls’ Soccer Coach at Delta High School effective for the 2016-17 school year.

13.  Recommendation to appoint Angela Lankford as a Volunteer Assistant Girls’ Soccer Coach at Delta High School effective for the 2016-17 school year.

14.  Recommendation to appoint Emily Grider as a Volunteer Assistant Cross Country Coach at Delta High School effective for the 2016-17 school year.

15.   Recommendation to employ Joe Schafer as a 7th Grade Head Football Coach at Delta Middle School effective for the 2016-17 school year.

16.  Recommendation to employ Ryan Bickford as an 8th Grade Head Football Coach at Delta Middle School effective for the 2016-17 school year.

17.   Recommendation to employ Haley Cross as a 6th Grade Volleyball Coach at Delta Middle School effective for the 2016-17 school year.

18.  Recommendation to employ Allison Overholt as a Student Council Sponsor at Eaton Elementary School effective for the 2016-17 school year.

The motion was approved unanimously.

 

F.     Conference Requests/Field Trips

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-6):

1.       Darin Gullion requests permission to attend the ISBA/IAPSS/IASBO Budget and Finance Seminar to be held on June 15, 2016 at The Palms in Plainfield, IN.

2.      Gary Marvin requests permission to attend the Indiana School Resource Officer Association Conference to be held from June 15, 2016 through June 17, 2016 at the Fourwinds Resort in Bloomington, IN.

3.      Holly Hopkins, Amanda Craw, James Lodl, Terry Summers, Lance Brand, Morgan Jones, Shayla Shirk, Angela Decker, Nicole Terry, Laurie Neal, Britney Iliff, Allison Overholt, Ashley Larimore, and Darin Gullion request permission to attend ELead Conference to be held from June 21, 2016 through June 22, 2016 at Anderson University in Anderson, IN.

4.      Reece Mann requests permission to attend IAPSS/ESSA “Your Leadership Matters” to be held on June 22, 2016 at the JW Marriott in Indianapolis, IN.

5.      Haley Cross, Crystal King, and Tracy Bullock request permission to attend a Culinary Skills Workshop to be held from June 27, 2016 through July 1, 2016 at Creekside Middle School in Carmel, IN.

6.      Amy Lewman requests permission to attend the 3rd Annual C4 Conference-Summer of E Learning to be held on July 13, 2016 at Clay Middle School in Carmel, IN.

The motion was approved unanimously.

 

G.    Information and Proposals

1.       Superintendent

a.      Mr. Mann informed the Board about the following Fundraisers:

1.       Marilee Creech, Together We Can, requests permission to sell crafts from June 1, 2016 through October 26, 2016, as presented.  Proceeds go towards cooking, Best Buddies, and craft supplies.

2.      Assistant Superintendent

a.      Use of Facilities:

A motion was made by John Adams and seconded by Trent Fox to approve the following (items 1-2):

1.       Jeff Surbey and Darin Gullion, Indiana Prospects, request permission to use the Royerton Senior League Ball Field on Thursdays from April 10, 2016 through July 30, 2016, as presented.

2.      Wanda Edwards, Albany Alumni, requests permission to use the Albany Gymnasium on June 11, 2016 from 4:00 p.m. to 8:00 p.m. to hold an Alumni Banquet, as presented.

The motion was approved unanimously.

 

b.      Dr. Gullion informed the Board about School Meal Prices (received a waiver to not increase lunch prices next year).

c.       A motion was made by Trent Fox and seconded by Alice Gillis to approve Fuel Bids.  The motion was approved unanimously.

d.      A motion was made by Trent Fox and seconded by Tyce Stebbins to approve Delta Middle School to accept a donation for a new stage curtain from the DMS PTO in the amount of $8,922.00, as presented.  The motion was approved unanimously. 

A motion was made by John Adams and seconded by Trent Fox to accept the following (items e-j):

e.      Request to surplus items at Delta Middle School, as presented. 

f.        Request to surplus items at Delta High School, as presented. 

g.      Request to surplus items at the Special Services Office, as presented. 

h.     Request to surplus items at Royerton Elementary School, as presented. 

i.        Request to surplus items at Albany Elementary School, as presented.  

j.        Request to surplus items at Delta High School Athletic Department, as presented. 

The motion was approved unanimously.

IX.              BOARD MEMBER COMMENTS

Alice Gillis – Ms. Gillis welcomed all new employees.  She stated everyone behind the scenes at graduation Saturday did a great job and it went very well.  She congratulated the baseball team for winning regionals and wished good luck to the doubles tennis team.  Ms. Gillis stated she was at Eaton today when the summer blast crew came in and they were having a great time. 

John Adams – Mr. Adams concurred with his fellow board member.  He thanked all retirees for their years of service and helping our kids.  He welcomed all new hires and congratulated them on being part of the DelCom family.  Mr. Adams wishes the best to the students and teams that are still playing and moving forward.  He hopes they have the success they are looking for this coming weekend.  He stated Debbie is working hard and trying to find host families for foreign exchange students and if there are any families out there looking to host, see Debbie.  He stated she does a great job and it’s a great program.

Trent Fox – Mr. Fox thanked everyone for coming.  He is glad to have all new hires on board and looks forward to the many things they will bring to our students and helping them to grow as young men and women.  He stated he will keep his ears open for host families for foreign exchange students and will send them Debbie’s way.  He congratulated all retirees and hopes they get to enjoy and do all the things they want to do.  He wished good luck to the sports teams that are left. 

Tyce Stebbins – Mr. Stebbins thanked DMS PTO for the stage curtain.  He stated Ms. Foltz and Mr. Kelly have been teaching many years and it’s tough to replace that experience in a building.  He said the administrators are working their tails off going through applications and interviews to get people like Ms. Foltz and Mr. Kelly and thanked them for the extra work.  Mr. Stebbins welcomed all new hires and stated what sets us apart, besides a great community and great kids, are that people want to work here, they love being here, and they have a lot of pride.  He commented graduation went great and appreciates the effort Mr. Conley and staff put in to let the kids know how they should behave.  Mr. Stebbins stated it was the most well behaved group he has seen cross the stage which says a lot about a class.

Adam Williams – Mr. Williams welcomed all new hires and appreciates them choosing DelCom Schools.  He wished good luck to the baseball and tennis teams as they continue on.  He thanked everyone for a good school year and the hard work that was done.  He stated there are so many moving parts that make that happen each year.  Mr. Williams stated this is the time of year to reflect on the wonderful things happening and there will be more wonderful things to come.  He stated the administrators are still working and doing a lot for the next school year and he appreciates that kind of commitment.  Mr. Williams wished those that have the summer off the very best and to come back refreshed. 

FUTURE MEETINGS

A.     A regular meeting for the Board of School Trustees is scheduled for Tuesday, June 21, 2016 at 6:30 p.m. at the Administration Building.
