and By-Laws of
Parent/
Teacher Organization
I.
Name and Nature of Organization.
The
name of the organization shall be the Eaton Elementary P.T.O.
It is not affiliated
with any similar organization.
II.
Objectives.
The objectives of the
Organization are:
a.
To promote the welfare of children in home, school and
the community.
b.
To foster and promote enactment of adequate laws for
protection and care of youth.
c.
To bring into closer relation the home and the school,
that parent and teachers may cooperate intelligently in the training of the
child.
III.
Membership.
Any parent or person responsible for a child, or any teacher or staff
member in the Eaton Elementary School is eligible for membership.
IV.
The
Executive Committee
The Executive Committee shall be made up of the officers
of the P.T.O. and the principal.
a. Officers
of the P.T.O. shall conduct all meetings with the building administrator or his
designee in attendance.
b. Members
present shall constitute a quorum for the transaction of business at the
meetings.
c. The
meetings shall be conducted in the following order:
1. Call to
order
2. Reading
of minutes
3. Treasurer’s
report
4. Unfinished
business
5. New
business
d. The
executive committee shall distribute via the building administrator a report of
activities to all parents regularly. It will be available by the office window
and on- line at www.delcomschools.org/ees.
e. A written agenda shall be prepared by the
president and distributed at meetings.
f.
The executive committee is responsible for the
disbursement of funds.
V.
Officers.
Any member of the Organization
is eligible for election to any office of the Organization, subject to the
members consent. When the election is held, nominations from the floor may be
taken, subject to the member’s consent.
The Officers of the
organization shall consist of a President. Vice President, Secretary, and
Treasurer.
The Officers of the
Organization shall be elected at the spring meeting by the membership. No person
shall serve more than three (3) consecutive terms in the same office. By
majority vote by the executive committee, an officer may be re-elected to serve
more than three (3) consecutive terms. The term of office is to be July 1st
through June 30th.
a.
President
The President shall serve as the presiding officer at all of the
meetings of the membership and of the Executive Committee.
The President shall serve as an
Ex-Officio member of all Committees.
b.
Vice President
The Vice-President shall perform the duties of the President in the
event of absence or inability of the President to serve.
In the event of the inability
of both the President and Vice-President to serve as presiding officer, the
Executive Committee shall elect a temporary chairman from among it’s members.
This rule shall also be followed in regard to the Office of the Secretary and
Treasurer.
c.
Secretary
The secretary shall prepare and maintain records of all meetings of the
membership and the Executive Committee.
d.
Treasurer
An Executive Committee member
and another member shall prepare deposit funds. In such depositories as the
Executive Committee designates the Treasurer shall keep an accurate account of
all receipts and disbursements of such funds. The fiscal year shall be from
July 1st through June 30th.
The Treasurer’s account shall
be examined annually at the close of the fiscal year by the school treasurer.
Who, satisfied that the Treasurer’s annual report is correct, shall sign a
statement at the first fall meeting of the year.
VI.
Schedule of Meetings.
a.
There shall be no less than four (4) general meetings
annually, one to be held in the fall and one to be held in the spring. Other
meetings shall be held by the Executive Committee.
b.
The agenda of all general meetings shall be determined by
the Executive Committee.
c.
The members present shall constitute a quorum for the
transaction of business in any regular meetings of the Organization. The
membership shall be notified at least five (5) days in advance of any general
meeting.
d.
The procedure at all the meetings shall be controlled by Robert’s
Rules of Order.
VII. Committees
The Executive Committee may
appoint committees as deemed necessary, and shall delegate to all such
committees duties necessary to the performance of their respective functions.
Examples: Steering Committee, Projects and Activities, or Nomination Committee.
VIII. Provision For Amendments
This Constitution and By-Laws may be amended at any meeting of the
membership by two-thirds vote of the members present and voting, provided that
the notice of the proposed amendment has been given in writing at least two (2)
weeks prior to the meeting at which any such amendment is proposed.
The school
administrator has final authority to approve/disapprove any decisions made by
the Executive Committee.
