MINUTES


Present:  Trent Fox, President; Lance Engle, Vice President; Jacob Case, Secretary;  John Adams, Member; Adam Williams, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent


An executive session was held at 6:00 p.m. at the Administration Building.



  1. CALL TO ORDER


At 6:30 p.m. Board President, Trent Fox called the meeting to order.



  1. PLEDGE OF ALLEGIANCE

A motion was made by Lance Engle and seconded by Jacob Case to amend the agenda, as presented.  The motion was approved 5-0 vote.



  1. MINUTES


A motion was made by Adam Williams and seconded by Lance Engle to accept the minutes of the business meeting and executive session held on Monday, January 18, 2021.  The motion was approved 5-0 vote.



  1. FINANCE


  1. A motion was made by Lance Engle and seconded by John Adams to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.

A motion was made by Jacob Case and seconded by Adam Williams to approve the following (item 1):

  1. A motion was made by Jacob Case and seconded by Lance Engle to approve the DelCom Foundation Check-return of unused funds, as presented.  The motion was approved 5-0 vote.


  1. Dr. Gullion, Assistant Superintendent, gave a Monthly Finance Review.



  1. COMMUNICATIONS FROM THE FLOOR


Scott Blakely, Eaton Elementary Principal, stated they had their Spelling Bee last week and two third graders prevailed amongst everyone else.  He stated Emma Fisher was champion and Evelyn Garringer was runner-up.  He informed everyone they will compete in March and wished all DelCom students the best of luck.


Haley Cross, Food Service Director, stated they offered curbside options that were open to anyone in the community 18 and under who could get a free meal for breakfast and lunch.  She informed everyone she got numbers from November, December, and January when we were out and for 21 days, they served a little under 16,000 meals and averaged about 760 meals per day.  She stated they were happy they could provide that to our community.  She stated they made a few accommodations for special needs students who were in the building that either had to leave early or came in later.  She said they made sure they had meals for them or to take home to their siblings.  She stated latchkey was in the building so they wanted to make sure those students got breakfast at breakfast time.  She is proud of her staff for making accommodations and going with the flow.  She informed everyone she has a new hire recommendation at the high school, Ms. Crosby, who has been subbing for a while so they are happy to have her.  She is also recommending to continue membership with Food 2 School Co-op.  She informed everyone it’s based out of Warsaw and 84 corporations throughout the state are also members.  

Doug Marshall, Delta Middle School Principal, congratulated the 7th grade girls’ and boys’ basketball teams.  He stated both became County Champs this past weekend and they are both enjoying a great season.  


Christopher Conley, Delta High School Principal, stated the bulletin board is from the sophomore English students in Mrs. Fox’s class and thanked them for getting that up.  He informed everyone its tournament time and the wrestlers kicked off Saturday.  He stated it was a successful sectional and they finished second and had several advance to Regionals.  He gave a shout-out to Mr. Zgunda.  He stated Zaleski Sports could not stream sectionals so they had to find people to stream that so people could watch.  He informed everyone girls’ basketball will travel to New Castle tomorrow and play Jay County in Sectionals, girls’ will swim at Jay County on Thursday in the first round of the swim sectional and they’ll finish that on Saturday, boys’ will travel and wrestle in Regionals at Jay County on Saturday, boys’ swimming is two weeks away, and boys’ basketball is about five weeks away. He complimented the staff and kids and stated they are so excited when we can get back to school and everyone understands on a day like today we needed to be home.  He stated we can keep up with our curriculum because we have Chromebooks and Canvas and that’s wonderful.  He stated to see their faces and hear a kid say they hope we don’t miss school almost makes you want to laugh.  He thanked everyone who continues their work with the cafeteria in the morning.  He stated they have a lot of kids eating breakfast now, which is great and that gives them time to socialize.

A motion was made by Lance Engle and seconded by Jacob Case to approve the following (item 1):


  1. Resignation of David Nicholson, School Bus Driver, effective          February 15, 2021.


The motion was approved 5-0 vote.


A motion was made by Jacob Case and seconded by Lance Engle to approve the following (items 2-6):


  1. Recommendation to employ Rhonda McPherson as a Custodian at Delta High School effective immediately.


  1. Recommendation to employ James Day as a School Bus Driver effective immediately.


  1. Recommendation to employ Zayne Shroyer as a School Bus Driver effective immediately, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Kimberly Crosby as a Food Service Cook at Delta High School effective February 1, 2021.


  1. Recommendation to employ Katie Mullet as a Latchkey Assistant effective January 29, 2021.


The motion was approved 5-0 vote.


  1. Extra-Curricular


A motion was made by John Adams and seconded by Lance Engle to approve the following (item 1):


  1. Recommendation to employ Barbara Loser as a 7th/8th Grade Assistant Softball Coach at Delta Middle School effective for the 2020-21 school year.


The motion was approved 5-0 vote.


  1. Conference Requests/Field Trips

  1. A motion was made by John Adams and seconded by Jacob Case to approve the Lease of Land to the Town of Albany for Park, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the Covid-19 Resolution and MOU, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Jacob Case and seconded by John Adams to approve the cancellation of Doug Hazelrigg’s Teaching Contract effective February 1, 2021.  The motion was approved 5-0 vote.









  1. Assistant Superintendent Gullion informed the Board about the following fundraisers:


  1. Wendy Brown and Morgan Jones, DJHS, request permission to sell Candy Grams from February 1, 2021 through February 11, 2021, as presented.  Proceeds go towards a local organization.

 

  1. Chase Criswell, DMS Athletics, requests permission to collect donations for the 2021-22 athletic program from March 1, 2021 through September 1, 2021, as presented.  Proceeds go towards equipment and uniforms.

  1. Use Of Facilities:


A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items 1-2):


  1. Tony Sautino and Laura Seibold-Caudill, Cardinal Swim Club, requests permission to use the DHS pool and locker rooms from February 27, 2021 through February 28, 2021 to hold the Cardinal Swim Club Last Chance Meet, as presented.


  1. Justin Brown, Eaton Baseball and Softball Association, requests permission to use the Eaton baseball fields from April 2021 through November 2021 to hold the Baseball League, as presented.


The motion was approved 5-0 vote.


  1. A motion was made by Jacob Case and seconded by John Adams to approve the Food 2 School Co-op, as presented.  The motion was approved 5-0 vote.


  1. Donations:


A motion was made by Jacob Case and seconded by Lance Engle to approve the following (items 1-4):


  1. Request for Delta High School to accept a donation in the amount of $100.00 from Joe and Niki Gillis, as presented.


  1. Request for Delta High School to accept a donation in the amount of $100.00 from Pat Gillis, as presented.


  1. Request for Delta High School to accept a donation in the amount of $100.00 from Dustin and Angela Decker, as presented.

  1. BOARD MEMBER COMMENTS


Adam Williams – Mr. Williams thanked everyone for coming and all who presented.  He wanted to highlight the sports teams who are having great success and stated he’s glad they are able to do their competitions.  He stated middle school boys’ and girls’ being County Champs is wonderful and wrestlers making it to Sectionals is phenomenal.  He appreciates their hard work even more this year and the opportunity everyone has to be able to participate.  He knows that hasn’t happened by accident, it’s happened because a lot of people are doing the right things and the best they can with putting everything together.  He appreciates all the moving parts on being able to let the kids have a season.  He hopes we will have a wonderful spring season and those kids will have that opportunity as well.  He stated it’s such a great outlet to have extra-curricular activities for our kids.  He commented this year, more than ever, is extra special and makes everyone realize you how much that was missed when it was taken away.  He hopes the sports teams who are in season finish up well and is looking forward to the next group of kids involved in spring activities.  He thanked everyone for their donations and stated it’s always amazing and wonderful when people step up and help out the community. 


John Adams – Mr. Adams concurred with his fellow board member. He stated he’s been on the board a long time and just about every meeting someone from our community is donating.  He stated that goes to show the kind of school corporation we have and that our community is behind what we are trying to do by helping support the things that are going on.  He stated without them it makes it tougher and he’s very gracious to be able to sit up here and take those donations.  He welcomed all new employees.  He stated a third grade Spelling Bee champ is pretty awesome and wished all those moving on the best.  He commented that 7th grade girls’ and boys’ County Champs in the same year doesn’t always happen, but he’s glad it was the Eagles and hopes they get to enjoy it a little bit at the school level.  He thanked Mrs. Fox for the bulletin board.  He stated it’s amazing we made it to tourney time because we didn’t know if we were going to.  He commended all athletes, parents, administrators, AD’s, and everyone involved in keeping things going so our kids could enjoy their seasons.  He stated it’s very important for many reasons, especially for seniors since it’s the last year they are able to compete.  He thanked everyone involved who kept those things going and stated it’s not easy because rules change every day and they just found out this evening that the rules changed again.  He stated we have to adapt and overcome and we will because that’s who we are.  He stated we have great people in positions to make sure that happens.  He informed Mr. Mann it is good to see him.  He stated Mr. Mann thoroughly keeps the Board informed through email and phone calls and Mr. Adams appreciates hearing from him through the week.  He wants everyone to know our Superintendent is doing a great job running the show and has good people in Dr. Gullion and Mr. Kile here for backup.  

 

Jacob Case – Mr. Case concurred with his fellow board members.  He thanked Dr. Gullion for his financial review and stated it’s always nice to get all the questions they have answered.  He thanked Mr. Murphy for all the hard work he’s been doing for us through the years.  He greatly appreciates having him on DelCom School’s side and helping us with everything.  He thanked food service for all their hard work passing out meals while we were in quarantine.  He stated that is greatly appreciated because there are a lot of families out there who need that.


Lance Engle – Mr. Engle stated he got to watch Albany’s Spelling Bee on Zoom and he appreciates them being able to do that.  He stated his daughter was glad there wasn’t a big crowd because it took a lot of the pressure off.  He commented it was a nice time for the kids because they got to watch it on TV in the classroom and it got pretty exciting and he’s glad they got to do that.  He wished good luck to all spellers who are moving on to Regionals at Ball State.  He commented on the kids being bummed that school was cancelled.  He thinks teachers have gotten comfortable with eLearning and have made it very challenging for the students, which he’s glad to see.  He stated it’s becoming more challenging for students to do eLearning, not only to learn it, but also put it in place.  He stated it’s great we have the technology and are able to do that and appreciates everyone’s efforts to get that done.  He thanked Dr. Gullion and Mr. Kile for all they do when Mr. Mann can’t be here.  


Trent Fox – Mr. Fox thanked everyone for being here.  He stated in wrestling they had four who won, two runner-ups, one who got fourth, and they will all be moving on to Regionals.  He stated it looks promising for most of them to be able to move on to Semi State and they are hopeful for that.  He wished the girls’ swimming and basketball teams’ good luck.  He hopes they can make a good run and get people through to the next round of activities.  He stated the donations are awesome for the junior class because they won’t have anything from concessions like they have in past to help cover Prom.  He stated these donations are all geared towards that to help them be able to have Prom and they are still hopeful it can happen in May.  He hopes seniors won’t miss out on back-to-back years of that.  He stated he will keep good vibes going towards the vaccine and getting the virus under control so we can do some of these things.  He thinks the kids need to have social activities to help them learn and grow with each other and it’s better when we can do some of those things.

  1. A regular meeting of the Board of School Trustees is scheduled for Monday, February 15, 2021 at 6:30 p.m. at the Administration Building.
