At 6:30 p.m. Board President, Lance Engle called the meeting to order.

A motion was made by Jacob Case and seconded by Trent Fox to amend the agenda, as presented.  The motion was approved 5-0 vote.

A motion was made by Adam Williams and seconded by John Adams to accept the minutes of the business meeting held on Monday, October 17, 2022.  The motion was approved 5-0 vote.

  1. A motion was made by John Adams and seconded by Jacob Case to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.

  1. A motion was made by John Adams and seconded by Jacob Case to approve the resignation of Hayden Ferguson, Teacher at Delta High School, effective December 20, 2022.  The motion was approved 5-0 vote.

A motion was made by Jacob Case and seconded by Adam Williams to approve the following (items 1-4):


  1. Meghan Frey requests permission to attend the Bob Ross Workshop to be held on October 29, 2022 at Ball State University in Muncie, IN.


  1. Cindy Kunda requests permission to attend Indiana Transfer Council Summit to be held on November 11, 2022 at Ivy Tech in Indianapolis, IN.


  1. Jennifer Conti requests permission to attend the ISCA Conference to be held from November 17, 2022 through November 18, 2022 at the Marriott East in Indianapolis, IN.


  1. Greg Kile requests permission to attend the IAPSS Annual Meeting to be held from November 30, 2022 through December 2, 2022 at the Convention Center in Indianapolis, IN.

  1. A motion was made by John Adams and seconded by Trent Fox to uphold the Expulsion Examiner’s recommendation for Case #2022-2023-01, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Trent Fox to uphold the Expulsion Examiner’s recommendation for Case #2022-2023-02, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Trent Fox and seconded by Jacob Case to approve the RES Camp Flat Rock trip, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Adam Williams and seconded by Jacob Case to approve the request for an unpaid medical leave of absence, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Trent Fox to approve the Non-Discrimination and Anti-Harassment Policy A100- 2nd Reading, as presented.  The motion was approved 5-0 vote.


  1. Superintendent Kile informed the Board about the 2023-24 School Calendar- 1st Reading.


  1. Superintendent Kile informed the Board about the following fundraisers:


  1. Andy Lewman, Delta Lady Eagles Basketball, requests permission to sell trash bags from November 1, 2022 through December 5, 2022, as presented.  Proceeds go towards team gear, meals, and Boosters.


  1. Kristy Burns, Eaton Elementary School, requests permission to hold Penny Wars from November 2, 2022 through        November 18, 2022, as presented.  Proceeds go towards the student activity fund.


  1. Tanya Walden, Huffer Memorial Children’s Center & Delta Ping Pong Club, requests permission to hold a Ping Pong Tournament on November 4, 2022, as presented.  Proceeds go towards Huffer Memorial Children’s Center.




  1. Stephanie Burns, DHS Band Boosters, requests permission to volunteer at the concessions at Sodexo Live from           November 5, 2022 through March 10, 2023, as presented.  Proceeds go towards marching band expenses and color guard.


  1. Zach Enos, DHS Band, requests permission to sell Merrywood Candles from November 10, 2022 through November 30, 2022, as presented.  Proceeds go towards band equipment and supplies.


  1. Emily Tressler and Amanda Lewis, DMS & DHS Best Buddies, request permission to hold a Walk-A-Thon on                November 10, 2022, as presented.  Proceeds go towards materials for meetings.


  1. Megan Stroble, EES Student Council, requests permission to hold a hat day on November 22, 2022, as presented.  Proceeds go towards student activities.

  1. Use Of Facilities:


A motion was made by Jacob Case and seconded by Trent Fox to approve the following (items 1-2):


  1. Cody LeCount, Delta Wrestling Club, requests permission to use the Fitness Center wrestling room from October 1, 2022 through October 1, 2023 to hold workouts, as presented.

  2. Jeff Glancy, Walker-Glancy Funeral Home, requests permission to use the DHS football field on November 3, 2022 to hold Reece Mann’s Funeral Service, as presented.

The motion was approved 5-0 vote.

  1. Donations: 

A motion was made by John Adams and seconded by Trent Fox to approve the following (items 1-3):

  1. Request for Delta Middle School to accept the donation of $48.00 from the Blackbaud Giving Fund, as presented.


  1. Request for Delta Middle School to accept the donation of $50.00 from Andy and Angie Campbell, as presented.


  1. Request for Delta High School to accept a donation of $940.00 from Tim Cleland and tennis parents, as presented.


The motion was approved 5-0 vote.

  1. BOARD MEMBER COMMENTS


Trent Fox – Mr. Fox thanked everyone for coming and sharing all the information they got to hear this evening.  He thanked Ms. Wilder for her presentation and stated it was helpful information to have and nice to hear.  He thanked Dr. Larrabee for sharing the use of technology and stated it would be really cool if she could grab some pictures or videos and show it at a meeting.  He thanked everyone for their donations and stated they are always helpful and good to have for the kids.  He stated he was glad the school corporation could accommodate the Mann family and allow them the opportunity to have the services out on the football field. He knows the Mann family appreciated that greatly and it was a heck of a tribute.  He thanked Mr. Marshall and Mr. Kile for sharing at the funeral and stated it was a great service and to pass that information along to Rick Mann.  He stated it was awesome. 


Adam Williams – Mr. Williams concurred with his fellow board member.  He stated the thing that lingers from their last meeting to this meeting is Reece’s passing and funeral service.  He’s glad DelCom could do our part to help honor him and his family.  He stated there were a lot of people there who helped along the way and he greatly appreciates all those who offered to help the family so they could go through that process.  He commented DelCom is not just a place people work, it’s a family. He stated everything that day reflected that and he appreciates everyone’s hard work to help the Mann family out in their time of need.  


John Adams – Mr. Adams concurred with his fellow board members.  He commented on the volunteer clubs and stated he’s going to go back a few years when he was involved in a rocket club many years ago that was pretty neat.  He stated thank goodness they had a science teacher who stood up to the plate and ordered rockets and they all went out on the football field and were able to shoot them off.  He stated it’s neat we are still doing some of those things today.  He thinks it’s neat the kids come up with their own ideas and we get a faculty member to join in and be a part of it, which is pretty special.  He congratulated Ms. Earl on her new position.  He stated to those who are leaving, he’s sure they’ve helped our kids one way or another and he greatly appreciates that.  He stated he’s sat here and received a lot of donations over the years and there are very few meetings we do not have some sort of donation from someone.  He stated they always get used and they will always get used and thanked everyone for those.  He commented the Mann family is pretty special in his heart.  He stated Reece was not only our Superintendent, but from the Board perspective, you get pretty close to people you work with day in and day out and attend a lot of things together and you get to know these individuals pretty well.  He stated people probably don’t realize the time and effort that went on behind the scenes, but he knows because of Mr. Kile and others who helped put this special event on to celebrate the life of someone we cared a lot about and it was pretty special.  Mr. Adams knows the family is thankful for the DelCom family.  He stated Reece was a Blackford High School graduate and a Franklin College graduate and they could have had this anywhere, but they chose here and they chose here because of our family atmosphere.  He stated as he went through the line and talked to the family, it kept coming up about the family atmosphere there is around here and that’s a testament to everyone here.  He stated everyone who works in our buildings are special people.  He stated the new hires will soon find out how special of a place this is.  He congratulated our administrative team for putting a lot of effort into having an awesome event and it was a great celebration of life for a guy he would call a dear friend.  He stated he is proud to be here and be a part of this and thanked everyone who had something to do with it.  


Jacob Case – Mr. Case thanked everyone who put Mr. Mann’s funeral on.  He thanked Mr. Kile for all he said out there for Reece and his family and stated he will be missed.  He thanked Dr. Larrabee and her staff for all they do. He thanked Ms. Wilder for coming in and sharing the things they do for interventions.  He stated that is neat and we do have a great school.  He’s seeing what goes on behind the scenes and what all’s being done and thanked the staff for that.  He congratulated the high school cheer team for being 2nd runner up at State.  He stated Veterans Day is this Friday and thanked Mr. Engle and Mr. Adams for their service.


Lance Engle – Mr. Engle concurred with his fellow board members.  He stated if you haven’t had a chance to attend any of the Veterans Day Programs at our schools, attend whether you are a Veteran or not.  He stated the kids do a great job and the teachers put a lot of effort into it.  He has attended the Albany one for many years and it floors him every time because they come up with something different and it makes it that much more special.  He stated it is a great way to teach our kids what a Veteran is and for ways to honor Veterans.  He stated a few weeks ago Albany had their Halloween parade and it was one of the longest, well- attended parades he’s seen.  He stated DelCom was well represented and gave a special thanks to the band, color guard, Mr. Clark and Nikki Southerland, and Delta FFA.  He stated it means a lot for those who took the time to be a part of the community in Albany.  Mr. Engle knows it’s a lot of work, especially for the band who has to get all the instruments out, coordinating the bus ride, and the kids have to take time on a Saturday evening to do it.  He stated it’s well appreciated and means a lot to the Town of Albany because it makes it more special when you get more and more people involved in the community. He informed everyone it was 51 minutes long and the longest parade, but was a great celebration and he appreciates the students and faculty who were a part of it.  He congratulated Nikki Southerland and stated it was a great accomplishment at State.  He stated the Celebration of Life for Mr. Mann was very special last Thursday and he appreciates everyone’s efforts.  He stated not only did we educate our kids that week, but we made it special for the Mann family and put on an event like that in the middle of a school day, which wasn’t a small task.  He stated there were many people involved and it’s very much appreciated.  


  1. FUTURE MEETINGS


  1. A regular meeting for the Board of School Trustees is scheduled for Monday, November 21, 2022 at 6:30 p.m. at the Administration Building.



  1. ADJOURNMENT
