MINUTES

Present:  Adam Williams, President; Trent Fox, Vice President; John Adams, Secretary; Alice Gillis, Member; Tyce Stebbins, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

An executive session was held at 6:00 p.m. on the job performance of an employee.

I.                   CALL TO ORDER

At 6:30 p.m. Board President, Adam Williams, called the meeting to order.

 

II.                PLEDGE OF ALLEGIANCE

III.             AMEND AGENDA

A motion was made by Trent Fox and seconded by Tyce Stebbins to amend the agenda, as presented.  The motion was approved unanimously.

IV.              MINUTES

A motion was made by John Adams and seconded by Tyce Stebbins to accept the minutes of the business meeting and executive session held on Tuesday, August 2, 2016.  The motion was approved unanimously.

V.                 FINANCE

A.     A motion was made by John Adams and seconded by Tyce Stebbins to accept the list of vouchers, as presented.  The motion was approved unanimously.

B.     Purchases over $7500:

1.       None

 

VI.              COMMUNICATIONS FROM THE FLOOR

Greg Kile, Eaton Elementary Principal, stated they are off to a good start and it has been a busy few weeks. He praised the parents and was reminded how hard they work to get the school year off to a great start. He stated their folks have been meeting and communicating with them to make sure the kids are having the experience they want them to have.  He stated teachers are putting in incredible hours.  Mr. Kile praised the maintenance and custodial staff for having the building ready to go.  He informed everyone NWEA testing is next week and they are excited to get the data back. 

Kelly Brown, Delta Middle School Principal, stated they’ve had a great start to the school year.  It’s the smoothest one in 4 years.  She praised the teachers, parents, and students for getting to school on time and having great attendance.  She informed everyone their new counselor put together a Needs Assessment to see what the needs are in their building and is collecting data which will be completed tomorrow. Ms. Brown stated athletics start next week with a home football game on Thursday. 

Chris Conley, Delta High School Principal, stated it’s his 8th start of the school year with Ms. Cook and she wanted everyone to know it has been the smoothest start they’ve ever had.  He stated transportation has not been an issue and the buses are getting there on time.  He stated lunches haven’t been an issue either and everyone is getting fed on time.  He informed everyone the veteran staff members have helped new staff and have taken them under their wings.  Mr. Conley stated they are getting ready for NWEA testing as well and thanked everyone for the Chromebooks.  He stated tomorrow will be the first Chic-fil-A mentors meeting for the freshman and the first lesson will be about the different clubs and activities they can get involved in.  Mr. Cleland is heading that up and has done a fantastic job.  Mr. Conley is looking forward to that.

VII.           NEW BUSINESS

A.    Certified Staff

1.       None.

 

B.     Classified Staff

A motion was made by Alice Gillis and seconded by Trent Fox to approve the following (items 1-2):

1.       Recommendation to employ Daniel Skora as a Substitute Latchkey Aide effective immediately, pending successful completion of all pre-employment testing. 

2.      Recommendation to employ Zoie Mann as an Instructional Assistant at Eaton Elementary School effective August 17, 2016, pending successful completion of all pre-employment testing.

The motion was approved unanimously.

C.     Extra-Curricular

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-10):

1.       Resignation of Rebekah Weaver as a Choir Director at Delta High School effective August 10, 2016.

2.      Resignation of Robert Jones as a Business Department Chair at Delta High School effective August 11, 2016.

3.      Recommendation to employ Jon Kern as a Freshmen Assistant Football Coach at Delta High School effective for the 2016-17 school year.

4.      Recommendation to employ Linda Moore as an Assistant Choir Director at Albany Elementary School effective for the 2016-17 school year.

5.      Recommendation to employ Jan Smoot as a Fitness Club Director at Albany Elementary School effective for the 2016-17 school year.

6.      Recommendation to employ Jim Thompson as a Social Studies Academic Coach at Delta Middle School effective for the 2016-17 school year.

7.      Recommendation to employ Ryan VanSkyock as a P.E. Department Chair at Delta High School effective for the 2016-17 school year.

8.     Recommendation to employ Miranda Hummel as an Academic Team Sponsor at Delta High School effective for the 2016-17 school year.

9.      Recommendation to employ Alicia Fuller as a Sophomore Class Sponsor at Delta High School effective for the 2016-17 school year.

10.  Recommendation to employ Helen Zacek as an Art Department Chair at Delta High School effective for the 2016-17 school year.

The motion was approved unanimously.

A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (item 11):

11.   Recommendation to employ Suzy Fox as a Junior Class Sponsor at Delta High School effective for the 2016-17 school year.

The motion was approved four in favor with Trent Fox abstaining.

 

D.    Conference Requests/Field Trips

A motion was made Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-8):

1.       Haley Cross requests permission to attend IDOE Financial Management Training to be held on August 9, 2016 at Jay County High School in Portland, IN.

2.      Darin Gullion and Amy Larrabee request permission to attend Hot Topics! What’s Happening in School Law to be held on September 23, 2016 at ECESC in Connersville, IN.

3.      Reece Mann and Darin Gullion request permission to attend the ISBA/IAPSS 67th Annual Fall Conference to be held from September 26, 2016 through September 27, 2016 at the Indiana Convention Center in Indianapolis, IN.

4.      Byron Banta, Nannette Triplett, Jim Thompson, and Angela Decker request permission to attend the 2016 Jr/Sr Academic Coaches Conference to be held on September 27, 2016 at the Indiana Convention Center in Indianapolis, IN.

5.      Rachel Underwood requests permission to attend the Indiana School Counselor Association Annual Conference to be held on November 4, 2016 at the Marriott East in Indianapolis, IN.

6.      Julia Blakely requests permission to attend Teaching American History’s Presidents and the Constitution-Andrew Jackson to be held from November 11, 2016 through November 13, 2016 at The Hermitage in Nashville, TN.

7.      Janelle Davis requests permission to attend the Office Professionals Issues Seminar to be held on September 13, 2016 at The Palms in Plainfield, IN.

8.     Dawn Raleigh and Miranda Hummel request permission to attend the 2016 Jr/Sr Academic Coaches Conference to be held on September 27, 2016 at the Indiana Convention Center in Indianapolis, IN.

The motion was approved unanimously.

 

E.     Information and Proposals

1.       Superintendent

a.      A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the classified employee pay increase, as presented.  The motion was approved unanimously.

b.      A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the Delta Basketball Instructional Camp, as presented.  The motion was approved unanimously.

c.       Mr. Mann informed the Board about the following fundraisers:

1.       Bobbi Turner, Delta Volley Eagles Booster, requests permission to sell 5 gallon detergent and soap, as presented.  Proceeds go towards team apparel, dinners, awards, team bonding activities, etc.

2.      Jessica Farmer, Delta Dance Team, requests permission to sell mums from August 17, 2016 through August 30, 2016, as presented.  Proceeds go towards poms, competitions, and uniforms.

3.      Jennifer Haley, DMS PTO, requests permission to take donations from August 17, 2016 through October 7, 2016 at Delta Middle School, as presented.  Proceeds go towards 8th grade Reality Store, Career Day, End of the Year Breakfast, equipment and supplies for the school, guest speakers, field day, etc.

4.      Wendy Brown and Morgan Jones, Delta Jr. Honor Society, requests permission to hold a dance on August 26, 2016 at Delta Middle School, as presented.  Proceeds go towards induction expenses and school supplies.

5.      Suzy Fox, DHS Class of 2018, requests permission to sell homecoming t-shirts on August 29, 2016 at Delta High School, as presented.  Proceeds go towards class activities.

6.      Jennifer Haley, DMS PTO, requests permission to hold Penny Wars, Pie the Principal/Cake Walk, and hold Theme Days at Delta Middle School from September 2016 through May 2017, as presented.  Donations will go towards various charities.

7.      Marsha Virgin, DMS Student Council, requests permission to hold a Dance at Delta Middle School on September 16, 2016 from 5:00 p.m. to 7:00 p.m., as presented.  Proceeds go towards fair and 4H donations.

8.     Andy Lewman, DHS Girls’ Basketball, requests permission to hold a golf outing on September 25, 2016 at Lakeview Golf Course from 1:00 p.m. to 6:00 p.m., as presented.  Proceeds go towards basketball expenses.

9.      Bobbi Turner, Delta Volley Eagles Booster, requests permission to hold Basket Bingo on October 17, 2016 at the Delta High School Auxiliary Gym from 6:00 p.m. to 10:00 p.m., as presented. Proceeds go towards team apparel, dinners, team bonding, etc.

10.  Marsha Virgin, DMS Student Council, requests permission to hold Hoops for Holiday to be held from November 28, 2016 through December 14, 2016 at Delta Middle School, as presented.  Proceeds go towards Secret Families.

 

2.      Assistant Superintendent

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-3):

a.      Use of Facilities:

1.       Chris Crabtree, Greater Muncie Area Council on Leadership, requests permission to use the Delta High School Auditorium on August 21, 2016 from 1:00 p.m. to 4:00 p.m. to hold the Annual Scholarship Awards Program, as presented.

2.      Maggie Beggs, Indiana Michigan Power, requests permission to use the Eaton Elementary Gymnasium on August 25, 2016 from 3:30 p.m. to 8:00 p.m. to hold a public informational meeting, as presented.

3.      Barbara Broyles, Eden Church Mentoring, requests permission to use the Eaton Elementary library, art room, and kindergarten room on Mondays starting September 12, 2016 from 6:00 p.m. to 7:00 p.m. to hold K-12 tutoring and mentoring, as presented.

The motion was approved unanimously.

 

b.      A motion was made by John Adams and seconded by Tyce Stebbins to approve 2016-2017 Expenditure Goals, as presented.  The motion was approved unanimously.

c.       Dr. Gullion presented the 2017 Budget Review. 

d.      A motion was made by John Adams and seconded by Alice Gillis to approve the advertisements of Budgets, as presented.  The motion was approved unanimously.

IX.              BOARD MEMBER COMMENTS

John Adams – Mr. Adams thanked everyone for coming.  He stated Dr. Gullion had a great Budget presentation and thanked him for updating them on that.  He gave a shout-out to transportation for all the good things he’s heard and knows a lot of hard work and effort went into that.  Mr. Adams has talked to patrons and everyone is saying it’s been a seamless start to the year.  He thanked everyone for that.  He gave a shout-out to the athletic teams and wants them to go out and do the best of their abilities and represent DelCom well.  Mr. Adams wishes them a great season.

Tyce Stebbins – Mr. Stebbins concurred with his fellow board member.  He stated it’s nice to hear from the Principals how the start of the year has gone so far.  He’s heard it has went well from a lot of different avenues.  He asked the Principals to pass thanks along to their staff.  He commented there is good leadership all around.  Mr. Stebbins stated the patrons appreciate where we are from a responsibility stand point and he thanked everyone for that.  He stated it’s nice to be in the new building and hopes everyone is proud.

Alice Gillis – Ms. Gillis is happy to hear outstanding reports from the administrators.  She thinks it speaks well for everyone and the hard work they have put in.  She stated the mentors program at the high school sounds fantastic and it’s something that is needed.  She wished good luck to all athletic teams and thanked Mr. Zgunda for her shirt.  Ms. Gillis hopes everyone has a great year.

Trent Fox – MrFox thanked everyone for coming.  He thanked Dr. Gullion for the budget presentation and let him know it’s nice to hear and he appreciates it.  He stated it sounds like all is going well and hopes we will continue down that path and the kids will stay excited.  Mr. Fox looks forward to what’s ahead for the athletic teams.

Adam Williams – Mr. Williams stated it’s wonderful it’s been a smooth first few weeks.  He thanked the administrators for sharing great things and appreciates it.  He stated transportation is going smooth this year with everyone taking pride in resolving issues which shows the great people we have.  He stated people put their heads together, figured it out, and everything is wonderful this year which is a great standard to have.  Mr. Williams appreciates all the hard work and hearing things are going well.

 

FUTURE MEETINGS

 A.     A regular meeting for the Board of School Trustees is scheduled for Tuesday, September 6, 2016 at 6:30 p.m. at the Administration Building.

A motion was made by Tyce Stebbins and seconded by John Adams and Board President, Adam Williams, adjourned the meeting at 7:17 p.m.
