MINUTES


Present:  John Adams, President; Adam Williams, Vice President; Trent Fox, Secretary; Lance Engle, Member; Jacob Case, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent



  1. CALL TO ORDER


At 6:30 p.m. Board President, John Adams, called the meeting to order.



  1. PLEDGE OF ALLEGIANCE



  1. AMEND AGENDA


A motion was made by Adam Williams and seconded by Trent Fox to amend the agenda, as presented.  The motion was approved 5-0 vote.



  1. MINUTES


A motion was made by Trent Fox and seconded by Jacob Case to accept the minutes of the business meeting and executive session held on Monday,    May 6, 2019. The motion was approved 5-0 vote.


  1. FINANCE


  1. A motion was made by Adam Williams and seconded by Lance Engle to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.





  1. Purchases over $7500:


A motion was made by Adam Williams and seconded by Lance Engle to approve the following (items 1-2):


  1. Salyer-Taylor OP $9,377.00

(EES compressor)


  1. Siders Asphalt OP $15,891.00

(asphalt maintenance project)


The motion was approved 5-0 vote.


A motion was made by Lance Engle and seconded by Jacob Case to approve the following (item 3):


  1. NWEA Assessment Grant $25,300.00

(MAP Formative Assessments)


The motion was approved four in favor with Trent Fox opposing.


  1. A motion was made by Adam Williams and seconded by Trent Fox to approve the Annual Financial Report, as presented. The motion was approved 5-0 vote.



  1. COMMUNICATIONS FROM THE FLOOR


Greg Kile, Director of Curriculum, stated we’ve come through quite an assessment window this spring.  He thanked all principals and teachers. He stated we encountered ILEARN testing for the first time in grades 3-8 and the high school had two ISTEP windows happening at the same time.  He stated everyone worked very hard and learned a lot of new things to successfully execute this for the kids. He informed everyone we will be getting ILEARN data back around August 15th.  He thanked everyone who worked together to help things go smoothly.


Amy Lewman, Royerton Elementary Principal, thanked everyone for coming and stated they are currently sitting in what is going to become a first grade classroom.  She stated with the addition of a 5th kindergarten classroom, they are at capacity as far as space so they have been creative.  She thanked Ms. Crouch and Ms. Rainho for working hard to shift materials to make this area a classroom so it didn’t displace a teacher in the building.  She informed everyone they currently have 125 kindergarteners interested in attending Royerton and they expect that number to grow over the summer. She thanked the Administration for seeing the need and thanked the teachers who agreed to shift within the building.  She informed everyone the Talent Show is Thursday at 6:30 p.m. and thanked Ms. Vance and Ms. Holdren for picking that up this year.


Tyce Stebbins, Director of Buildings and Grounds/Project Manager, informed the Board about the classroom project at Royerton Elementary School.  


Reece Mann, Superintendent, informed everyone we will be replacing 211 seniors with around 211 kindergarten students.  He stated in the past we haven’t had the growth opportunity to meet that capacity so with the additional classroom at Royerton, the cost associated with it equates to about one students basic tuition support.


Christopher Conley, Delta High School Principal, stated spring tournaments have begun.  He informed everyone the tennis team won sectionals on Saturday. He stated Mr. Cleland tied the winning record with 1,023 and he should break it tomorrow night.  He informed everyone Prom was Saturday night at Cornerstone and it went well. Gavin Marvin was elected King and Miriam Jefferson Queen and Tobias Johnson and Emma Shreve won Prince and Princess.  He stated Graduation is June 1st and thanked Central Office and the Board for being flexible and allowing them to keep the same date and venue.  He stated it’s very important to them and the students once they realize they can invite as many family members as they would like.  He informed everyone as they comb through their seniors, if they perform the way they are supposed to and finish off strong, they are looking at 5% - 6% of them needing a waiver to graduate which is pretty standard.  Mr. Conley stated the kids have done a good job, he hopes they finish strong, and he is looking forward to graduation.


Ryan Parrott, Royerton Elementary Assistant Principal, stated at the beginning of May, they took ten kids to Vex Robotics and had a great time.  He stated they got to work with kids from Columbia, China, and a Spanish speaking team from Texas and it was a great opportunity for them. He thanked the Board and stated he appreciates the opportunity to go and is looking forward to next year.

A motion was made by Adam Williams and seconded by Trent Fox to approve the following (item A):


  1. Textbook Rental-2nd Reading.


The motion was approved 5-0 vote.


  1. NEW BUSINESS


  1. Certified Staff


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the resignation of Robert Stevens, Teacher at Delta High School, effective at the end of the 2018-19 school year.  The motion was approved 5-0 vote.


  1. Classified Staff


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the recommendation to employ Caroline McCollum as a Food Service Cook at Eaton Elementary School effective May 13, 2019. The motion was approved 5-0 vote.


  1. Extra-Curricular


  1. A motion was made by Trent Fox and seconded by Adam Williams to approve the resignation of Preston Phillips, JV Baseball Coach at Delta High School, effective at the end of the 2018-19 school year.  The motion was approved 5-0 vote.


A motion was made by Adam Williams and seconded by Lance Engle to approve the following (items 2-10):


  1. Recommendation to employ Dane Cook as a 7th Grade Football Coach at Delta Middle School effective for the 2019-20 school year.


  1. Recommendation to employ Chris Thompson as an 8th Grade Assistant Football Coach at Delta Middle School effective for the 2019-20 school year.


  1. Recommendation to employ Haley Cross as a 7th Grade Volleyball Coach at Delta Middle School effective for the 2019-20 school year.

  2. Recommendation to employ Cortney Jones as an 8th Grade Volleyball Coach at Delta Middle School effective for the 2019-20 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Julie Whittington as a Coed Cross Country Coach at Delta Middle School effective for the 2019-20 school year.


  1. Recommendation to employ Lauren Matheny as a Coed Assistant Cross Country Coach at Delta Middle School effective for the 2019-20 school year.


  1. Recommendation to employ Alexander Lynn as a Boys’ Soccer Coach at Delta Middle School effective for the 2019-20 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Tara Dragoo as a Cheerleading Coach at Delta Middle School effective for the 2019-20 school year.


  1. Recommendation to employ Jennifer Johnson as an Assistant Cheerleading Coach at Delta Middle School effective for the 2019-20 school year.


The motion was approved 5-0 vote.


  1. Conference Requests/Field Trips


A motion was made by Adam Williams and seconded by Trent Fox to approve the following (items 1-8):


  1. Greg Kile and Amy Larrabee request permission to attend a Read 180 Site Visit to be held on May 15, 2019 at Pike Township in Indianapolis, IN.


  1. Amy Larrabee and Liz Dennison request permission to attend IASP Regional Training: Dyslexia Legislation to be held on May 21, 2019 at the MSD Southwest County Transportation Building in Fort Wayne, IN.


  1. Alicia Fuller requests permission to attend the Graduation Rehearsal and Luncheon to be held on May 30, 2019 at Emens Auditorium in Muncie, IN.


  1. Tyce Stebbins requests permission to attend IASBO Summer Institute to be held from June 4, 2019 through June 5, 2019 at the Primo Banquet Center in Indianapolis, IN.

  1. A motion was made by Adam Williams and seconded by Jacob Case to approve Policy 3410: Supplemental Pay for Earning Master’s Degree at a set amount of $3,500.00, as presented.  The motion was approved 5-0 vote.

A motion was made by Jacob Case and seconded by Trent Fox to approve the following (items 1-5):


  1. Braun Winchester, Indiana Dingers Baseball, requests permission to use the Royerton Senior Baseball Diamond from May 15, 2019 through August 31, 2019 to hold practices, as presented.


  1. Richard Rees, Albany Alumni, requests permission to use the Albany Elementary gymnasium on June 8, 2019 from 4:30 p.m. to 8:00 p.m. to hold an Alumni Banquet, as presented.


  1. Gary Schliessman, DHS Wrestling, requests permission to use the Delta High School gymnasiums on June 8, 2019 from 6:00 a.m. to 4:00 p.m. to hold Summer Wrestling Duals, as presented.


  1. Andy Lewman, Delta Girls’ Basketball, requests permission to use the Delta High School gymnasium from June 24, 2019 through June 27, 2019 from 10:30 a.m. to 12:00 p.m. to hold a Summer Girls’ Basketball Camp, as presented.


  1. Kenny Lopez, Delaware County Sheriff’s Office, requests permission to use the Delta High School pool on May 20, 2019 from 9:00 a.m. to 2:00 p.m. to hold a Training Dive, as presented.


The motion was approved 5-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the 2019-20 School Meal Prices, as presented.  The motion was approved 5-0 vote.








A motion was made by Adam Williams and seconded by Trent Fox to approve the following (items c-f):


  1. Request for Eaton Elementary School to accept a donation in the amount of $170.00 from Richard Larimore, as presented.


  1. Request for Delta High School to accept a donation in the amount of $200.00 from Harbor Freight, as presented.


  1. Request for Delta High School to accept the donation of soil and seed starting kits from Walmart, as presented.


  1. Request for Delaware Community School Corporation to accept an in kind donation in the amount of $15,675.75 from Back to School Teachers Store, as presented.


The motion was approved 5-0 vote.


  1. A motion was made by Adam Williams and seconded by Trent Fox to approve the request for Royerton Elementary School to surplus items, as presented.  The motion was approved 5-0 vote.




  1. LETTERS/NOTES



  1. BOARD MEMBER COMMENTS

Jacob Case – Mr. Case thanked the Royerton staff for allowing them to have the meeting here tonight so they can walk through the facility later on.  He appreciates being able to do this so he can see the schools he hasn’t been in. He congratulated Mr. Cleland on his winning record. He congratulated McKensie Dishman who will be attending a Coast Guard Summer Program.  He stated there are over 2,000 people who apply for this and only 500 are accepted. He informed everyone she gets to go to their training facility for a week and it’s pretty cool for her to get accepted with so many people applying.

Lance Engle – Mr. Engle congratulated Mr. Cleland on the winning record.  He stated he coached alongside Mr. Cleland for many years and he’s a coach he looked up to.  He stated Mr. Cleland’s attitude and the way he goes about coaching kids is one of the class acts of coaching high school sports.  He thanked Ms. Lewman for having them tonight. He stated it sounds like Mr. Parrott and the robotics team had a good time at Vex Robotics.  Mr. Engle’s sure it’s something they will never forget. He thanked Mr. Stebbins for getting things situated at Royerton and stated it sounds like it will be an easy transition.  

Trent Fox – Mr. Fox thanked Royerton for having them this evening.  He congratulated Mr. Cleland and stated the main thing he does well is getting the kids to buy in and enjoy what they are doing.  He stated whether you are winning or losing, it’s huge to have that kind of comradery with your students and staff. He stated the kids always want to come back and help him and that’s neat to see.  He congratulated the teams who have finished and wished good luck to those who are getting ready to start. He thanked Dr. Gullion for putting together the Annual Financial Report. Mr. Fox hopes we finish up the last few weeks strong and then everyone can enjoy summer.

Adam Williams – Mr. Williams stated the end of the school year is approaching fast and wished everyone the best in getting through. He stated he tells his kids they just have a few more days, he knows it’s hard, but they can finish strong and make it through.  He appreciates the teachers and staff and wished all the kids well with finals. He congratulated Mr. Cleland on winning sectionals and stated that’s exciting. He congratulated the team for working hard and achieving that. He stated there’s a lot of pressure to have that precedent of being expected to win sectional.  He stated Mr. Cleland helps guide them and they put in the work and he hopes it keeps continuing. He thanked Mr. Parrott for helping with Robotics and stated its bringing great experiences to the kids and that’s something they will never forget. He thanked everyone for their donations.

John Adams – Mr. Adams concurred with his fellow Board members.  He congratulated Mr. Cleland on what he’s accomplished.  He stated we expect and know he’s going to win sectionals just because of who he is and what he does, but it’s still big.  He stated it’s neat to see what they do every year and the record the team has and the record Mr. Cleland has. He doesn’t think that’s anything Mr. Cleland’s gone after, it’s about teaching and being with kids and he does a great job with that.  He thanked Ms. Lewman for the hospitality this evening. He stated Mr. Parrott and the Robotics team getting to go to the Vex World Championship was an awesome experience and that’s pretty neat. He thanked Mr. Stevens who’s been with DelCom for a few years teaching French.  He’s heard a lot of good things about Mr. Stevens and wished him the best. Mr. Adams stated not many meetings go by where we don’t have a donation from our community and it’s nice to see those.





  1. FUTURE MEETINGS


  1. An ISBA Spring Regional Meeting is scheduled for Wednesday,              May 22, 2019 from 6:00 p.m. to 9:00 p.m. at Willie and Red’s in Hagerstown, IN.


  1. A Retirement Open House is scheduled for Wednesday, May 29, 2019 from 4:00 p.m. to 6:00 p.m. at Delta High School.


  1. A regular meeting for the Board of School Trustees is scheduled for Monday, June 3, 2019 at 6:30 p.m. at the Administration Building.



  1. ADJOURNMENT

A motion was made by Trent Fox and seconded by Jacob Case and Board President, John Adams, adjourned the meeting at 7:02 p.m.
