MINUTES

Present: Trent Fox, President; John Adams, Vice President; Alice Gillis, Secretary; Tyce Stebbins, Member; Adam Williams, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

I. CALL TO ORDER

At 6:30 p.m. Board President, Trent Fox, called the meeting to order.

II. PLEDGE OF ALLEGIANCE

III. AMEND AGENDA

A motion was made by Adam Williams and seconded by Tyce Stebbins to amend the agenda, as presented. The motion was approved unanimously.

IV. MINUTES

A motion was made by Tyce Stebbins and seconded by Adam Williams to accept the minutes of the business meeting and executive session held on Tuesday, February 21, 2017. The motion was approved unanimously.

V. FINANCE

A. A motion was made by Tyce Stebbins and seconded by John Adams to accept the list of vouchers, as presented. The motion was approved unanimously.

B. Purchases over $7500:

1. None.

C. A motion was made by John Adams and seconded by Tyce Stebbins to approve the request to cancel outstanding checks, as presented. The motion was approved unanimously.

D. A motion was made by Tyce Stebbins and seconded by Adam Williams to approve permission to pay bills, as presented. The motion was approved unanimously.

VI. COMMUNICATIONS FROM THE FLOOR

Joe Schmaltz, Principal at Albany Elementary School, informed everyone we are just about done with our first round of ISTEP and things have gone well. He stated Emens Auditorium is under renovation. Our Spring Music Concert was scheduled for March 13 th . With the renovation, the upstairs balcony and stage lift are not available. As they started planning for the concert, the music teachers decided there wasn’t room for the elementary students to sit in the concert and watch. He said it’s always been part of the benefit to have the younger kids watch the concert and hopefully have an interest in joining. He stated the solution Emens gave them was to have the 140-150 elementary students go downstairs in the basement area until it was time for their song. They would come up, perform, go back down, and then wait until the finale to
come back up again. In addition to that, with the stage lift not working, the plan was to do the choral music first and then there would be an intermission this year to set the stage up for the band, do the instrumental music and then do the finale. He stated the concert was going to be lengthened and with the fact it was going to be longer and the night before IREAD-3 testing, with those
concerns, they met with the music teachers and talked about a solution. He informed everyone they came up with a solution to hold our own elementary concerts. Mr. Schmaltz stated they are going to invite parents, videotape it, establish a link, and send the link to parents and families if they aren’t able to make it. They will also put it on the website. He stated next year when renovation is complete at Emens, they will return to the traditional approach.

VII. NEW BUSINESS

A. Certified Staff

1. A motion was made by Tyce Stebbins and seconded by Adam Williams to approve the resignation of Jeremy Neckers, Teacher at Delta Middle School, effective at the end of the 2016-17 school year. The motion was approved unanimously.

B. Classified Staff

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (item 1):

1. Resignation of Steven Crouse, School Bus Driver, effective
February 21, 2017.

The motion was approved unanimously.

A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (item 2):

2. Recommendation to transfer Amanda Maxwell, Sub Bus Driver, to a full time Bus Driver effective February 27, 2017.
The motion was approved unanimously.

C. Extra-Curricular

A motion was made by Tyce Stebbins and seconded by Adam Williams to approve the following (items 1-2):

1. Recommendation to employ Elana Camp as a Choir Director at Delta High School effective for the 2016-17 school year.

2. Recommendation to appoint Ian Keller as a Volunteer Assistant Track Coach at Delta Middle School effective for the 2016-17 school year. The motion was approved unanimously.

D. Conference Requests/Field Trips

A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (items 1-5):

1. Haley Cross requests permission to attend IN School Food Purchasing Advisory Committee with HPS to be held on March 3, 2017 at the H Dean Evans Education Center in Indianapolis, IN.

2. Haley Cross, Renee McAdams, Brittany Webster, Donica Lee, Angela Shepherd, Brandy Sorrell, Missy Haney, Stephanie Hepting, Mary Brown, Lesa Foust, Tammy Matchett, Kyle Tharp, and Beth Rees request permission to attend the ISNA Region 6 Workshop to be held on March 9, 2017 at Wapahani High School in Selma, IN.

3. Suzy Fox requests permission to attend the Red Cross Blood Drive to be held on March 15, 2017 at Delta High School in Muncie, IN.

4. Emily Lamb and Lauren Griffis request permission to attend
Postsecondary Options and Supports for Transitioning Students with Autism Spectrum Disorder to be held on March 30, 2017 at Ball State University in Muncie, IN.

5. Julie Brown and Lindsey Thompson request permission to attend
TEAM (Teach, Educate, Assist, Mentor) on April 13, 2017 at the Center Grove Innovation Center in Greenwood, IN. The motion was approved unanimously.

E. Information and Proposals

1. Superintendent

a. Mr. Greg Kile, Principal at Eaton Elementary School, gave a
presentation.
b. A motion was made by John Adams and seconded by Tyce Stebbins to approve the permission to post DHS End of Course Assessment positions, as presented. The motion was approved unanimously.

c. A motion was made by Adam Williams and seconded by Tyce
Stebbins to approve Summer Blast 2017, as presented. The motion
was approved unanimously.

d. A motion was made by Alice Gillis and seconded by Tyce Stebbins to approve the DHS 22 nd Annual Tim Cleland Tennis Camp, as presented. The motion was approved unanimously.

e. A motion was made by Tyce Stebbins and seconded by Alice Gillis to approve the DHS Boys’ Soccer Team Overnight Camp, as
presented. The motion was approved unanimously.

f. Mr. Mann informed the Board about the following fundraisers:

1. Amy Larrabee, Ractrykes, requests permission to collect
donations for Ractrykes from March 8, 2017 through March 16,
2017, as presented. Proceeds go towards Ractrykes to benefit
students at DelCom.

2. Brytany Pope, Ractrykes, requests permission to hold a hat day
on March 10, 2017 at Delta Middle School, as presented.
Proceeds go towards Ractrykes for students at DelCom.

3. Brytany Pope, Ractrykes, requests permission to sell smencils
from March 27, 2017 through March 31, 2017, as presented.
Proceeds go towards Ractrykes for students at DelCom.

4. Lavania Burrous, Royerton PTO, requests permission to hold a
Father-Daughter Dance at Royerton Elementary School on
March 30, 2017, as presented. Proceeds go towards the RES
PTO budget to support students.

5. Rebekah Weaver, DMS Bands, requests permission to sell
various products at Delta Middle School from April 4, 2017
through April 17, 2017, as presented. Proceeds go towards
instrument repair, supplies, etc.

6. Tim Cleland, DHS Tennis, requests permission to sell
SmashCancer t-shirts, hair ribbons, etc. from April 2017 to May
2017 and to hold SmashCancer 6.0 on May 2, 2017, as
presented. Proceeds go towards local cancer charities.

7. Jim Fowler, Delta Girls’ Golf, requests permission to sell mulch
from May 5, 2017 through May 6, 2017 at Delta Middle School,
as presented. Proceeds go towards supplies for the team and
MD’s Memberships.

2. Assistant Superintendent

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (items 1-6):

a. Use of Facilities:

1. Jama Marlow, North Delaware Baptist Church, requests
permission to use the Royerton Gymnasium on April 8, 2017
from 12:00 p.m. to 4:00 p.m. to hold the 11 th Annual Easter Egg
Scramble, as presented.

2. Tim Cleland, DHS Tennis, requests permission to use the tennis
courts from April 2017 through May 2017 from 6:30 p.m. to
7:30 p.m. to hold a middle school intramural clinic, as
presented.

3. Peggy Evans and Tracy Scott, Albany Christian Church, request
permission to use the Albany Elementary Gymnasium on May 8,
2017 to hold Basket Bingo, as presented.

4. Tim Cleland, DHS Tennis, requests permission to use the tennis
courts from June 26, 2017 through June 30, 2017 from 8:00
a.m. to 9:00 p.m. to hold the 16 th Annual Penguin Classic Tennis
Tournament, as presented.

5. Jeremy Penrod, Delta Middle School Softball Club, requests
permission to use the DGSA Diamonds from March 27, 2017
through May 17, 2017 to hold softball games and practices, as
presented.

6. Kim Bennett, Faculty Yoga Group, requests permission to use
the Delta High School Library and Room 123 on April 3, 2017
from 3:45 p.m. to 5:00 p.m. to hold a yoga class, as presented.

The motion was approved unanimously.

b. A motion was made by Adam Williams and seconded by Tyce
Stebbins to approve the 2017 Digital Learning Grant, as presented.

The motion was approved unanimously.

IX. BOARD MEMBER COMMENTS

Adam Williams – Mr. Williams thanked everyone for attending and Mr. Kile for his presentation on testing. He stated it is always fascinating and he appreciates what Mr. Kile is doing in gathering that information. He stated getting everybody in at every level is a lot and to see Mr. Kile alluded to the excitement of teachers who have taken that data and are analyzing it and doing their own use of it is great. He stated it is a great model to find those hidden things and everybody thinks when you have a class of 30, you know everything, but the data will always surprise or reassure you that you are on track so it’s useful. Mr. Williams thanked everyone who put the time and effort into applying for the $75,000 Digital Learning Grant. He stated it is a lot of hard work that will greatly benefit the school district and it is much appreciated.

Tyce Stebbins – Mr. Stebbins congratulated Mr. Torres at the high school for performing well at the state meet. He stated it shows a lot of hard work when you have those kinds of achievements. He informed everyone “A Taste of DelCom” is coming up on April 5 th at 6:30 p.m. and hopefully everybody gets the word passed around. He congratulated everyone involved with the Digital Learning Grant and stated those things help immensely. He informed everyone there’s a play this Thursday, Friday, and Saturday at the high school and hopefully people make it out. Mr. Stebbins congratulated the art students and stated Ms. Zacek said we won just about everything we could so that is nice. He’s a big fan of extra-curricular activities and thinks it keeps kids learning so many other things they need as they grow into young adults.

Alice Gillis – Ms. Gillis thanked Mr. Kile for the very informative
presentation. She thinks it’s always terrific when we can find ways to keep everyone motivated and show real results because it makes a difference in the educational system. She congratulated Mr. Neckers and hates that he’s moving on. She thanked Mr. Griffis for going above and beyond with the 4H projects that might come from his classes. She stated he attended the 4H meeting at the middle school and she appreciates that very much. She doesn’t
know if he’s heard any good reports, but she’s hoping some 4H projects come out of that. Ms. Gillis is thankful and appreciates those who took time for the Digital Learning Grant. She congratulated the art students. She stated we tend to do a lot of congratulatory comments for the athletes and she thinks
that’s important, but she likes to see a lot of the other areas receive some attention as well. She informed everyone she is going to have a tip egg at “A Taste of DelCom” so she would like your money because she has to win.

John Adams – Mr. Adams concurred with his fellow board members. He thanked Mr. Kile for the good information. He knows we’ve talked about NWEA before, but it’s hard to really get a grasp of what all that entails when you aren’t involved with it every day. He stated it sounds like it’s a good tool and we are making the best of the data we are getting from that. He thanked Mr. Neckers and Mr. Crouse for the time they’ve spent at DelCom with our students. He thanked Mr. Schmaltz for the Spring Music Concert change and
for allowing our students to still get to perform even though it’s not at Emens. He thinks that’s great and commends the choir folks on how they came about that and still let those kids get the light shined on them for their efforts. Mr. Adams is glad Mr. Stebbins mentioned the art students. He stated it’s good to hear and congratulated them. He mentioned the baseball field project looks
like it’s starting to come to an end and it looks really good. Mr. Adams stated spring break is approaching quickly and he wishes all those traveling to be safe and think about what they are doing, but enjoy and have fun in the sun. He knows his family is going to do that as well.

Trent Fox – Mr. Fox stated his fellow board members have pretty much covered everything. He said it is great to have all the things they have mentioned. He stated all the time and effort everyone has put in on all the projects is greatly appreciated and will go a long way. Mr. Fox hopes everyone enjoys and has safe travels over spring break if they are going anywhere. He hopes everyone will come back refreshed and ready to finish it out and get through another school year.

X. FUTURE MEETINGS

A. A regular meeting for the Board of School Trustees is scheduled for Tuesday, April 4, 2017 at 6:30 p.m. at the Administration Building.

XI. ADJOURNMENT

A motion was made by John Adams and seconded by Tyce Stebbins and Board President, Trent Fox, adjourned the meeting at 7:54 p.m.
