  1. CALL TO ORDER


At 6:30 p.m. Board President, Trent Fox called the meeting to order.

A motion was made by Lance Engle and seconded by Adam Williams to amend the agenda, as presented.  The motion was approved 3-0 vote.



  1. MINUTES


A motion was made by Adam Williams and seconded by Lance Engle to accept the minutes of the business meeting and executive session held on Monday, April 19, 2021.  The motion was approved 3-0 vote.

  1. A motion was made by Lance Engle and seconded by Adam Williams to accept the list of vouchers, as presented.  The motion was approved 3-0 vote.

C.  Dr. Gullion, Assistant Superintendent, gave a monthly finance review.  



  1. COMMUNICATIONS FROM THE FLOOR


Joseph Schmaltz, Albany Elementary Principal, informed everyone Albany had two Integrity Award winners, 4th grader Kailyn Babb and 5th grader Everly Carter.  He stated one of his teachers, Mrs. Kathy Hottinger, was a Personal Integrity Award winner.  He stated there were two Personal Integrity Award winners in Delaware County this year and Mrs. Hottinger was one of them, which is fantastic.  He commented that testing season is upon us.  He stated we have completed IREAD-3 and on the agenda they have a request for summer remediation.  He stated right now they are doing ILEARN in grades 3-5, NWEA is starting tomorrow for grades K-2, they will do PALS when they are finished with that, and then they have NWEA after ILEARN for grades 3-5.  He introduced his 5th grade teacher candidate, Mrs. Erin Smith and her family.  He informed everyone testing has gone well because of Mr. Kile.  He stated Mr. Kile is on it and has done a great job with ILEARN, NWEA, and IREAD testing.  



Kristina Gibson, Teacher at Albany Elementary School, stated this has been an incredibly difficult year, but because of the decisions everyone has made, they have made it easier than it could have been.  She stated her husband and sister are teachers and she has family in other school districts and has seen how difficult it has been for them.  She thanked everyone for that.

A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items A-C):


A.  Elementary School Rule Folder Changes- 2nd Reading.


B.   Delta Middle School Handbook- 2nd Reading.


C.   Delta High School Handbook- 2nd Reading.


The motion was approved 3-0 vote.

  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the retirement of Todd Trehearne, Teacher at Delta High School, effective at the end of the 2020-21 school year.  The motion was approved 3-0 vote.


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the resignation of Mary Willaert, Teacher at Delta High School, effective at the end of the 2020-21 school year.  The motion was approved 3-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the recommendation to employ Erin Smith as a Teacher at Albany Elementary School effective August 2, 2021, pending successful completion of all pre-employment testing.  The motion was approved        3-0 vote.


  1. Classified Staff


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the retirement of Sandy Thomas, Instructional Assistant at Eaton Elementary School, effective at the end of the 2020-21 school year.  The motion was approved 3-0 vote.




  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the resignation of Kimberly Crosby, Food Service Cook at Delta High School, effective April 20, 2021.  To remain on the sub list.  The motion was approved 3-0 vote.


A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items 3-4):


  1. Recommendation to employ William Bice as a Custodian at Delta High School effective May 17, 2021, pending successful completion of all          pre-employment testing.


  1. Recommendation to employ Summer Blast employees, as presented, pending successful completion of all pre-employment testing.


The motion was approved 3-0 vote.


  1. Extra-Curricular


A motion was made by Adam Williams and seconded by Lance Engle to approve the following (items 1-7):


  1. Recommendation to employ Robert Witham as an 8th Grade Head Football Coach at Delta Middle School effective for the 2021-22 school year.


  1. Recommendation to employ Jordan Baldwin as a 7th Grade Head Football Coach at Delta Middle School effective for the 2021-22 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Maddie Fox as a Tennis Coach at Delta Middle School effective for the 2021-22 school year.


  1. Recommendation to employ Tara Dragoo as a Cheerleading Coach at Delta Middle School effective for the 2021-22 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Bailey Green as a 6th Grade Volleyball Coach at Delta Middle School effective for the 2021-22 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Jim Fowler as a Head Girls’ Golf Coach at Delta High School effective for the 2021-22 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to appoint Allyssa Edwards as a Volunteer Assistant Girls’ Basketball Coach at Delta High School effective June 1, 2021, pending successful completion of all pre-employment testing.


The motion was approved 3-0 vote.

  1. Conference Requests/Field Trips


A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items 1-3):


  1. Elana Camp requests permission to attend Middle School Honor Choir rehearsals to be held on May 21, 2021 at the Carmel Palladium in Indianapolis, IN.


  1. Christopher Conley requests permission to attend the IHSAA Board and Staff Retreat to be held from June 24, 2021 through June 25, 2021 at the Abe Martin Lodge in Nashville, IN.


  1. Chris Conley, Joey Gossett, Cindy Kunda, Lance Brand, and Nancy Kunk request permission to attend the RECN Summer Meeting to be held from June 7, 2021 through June 8, 2021 at UIndy in Indianapolis, IN.


The motion was approved 3-0 vote.

  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the DHS Long Term Sub, as presented.  The motion was approved 3-0 vote.


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the Delta Lady Eagles Basketball Camp, as presented.  The motion was approved 3-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the Delta Football Youth Camp, as presented.  The motion was approved 3-0 vote.


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the DHS Cheer Camp, as presented.  The motion was approved 3-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the permission to post IREAD-3 positions, as presented. The motion was approved 3-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve Derick Bright as Transportation Director effective        June 1, 2021, as presented.  The motion was approved 3-0 vote.


  1. A motion was made by Lance Engle and seconded by Adam Williams to approve the resignation of Andrew Richardson, Teacher at Delta High School, effective May 28, 2021; including Employee Agreement, as presented.  The motion was approved 3-0 vote.


  1. Superintendent Mann informed the Board about the following fundraisers:


  1. Chase Criswell, DMS Athletics, requests permission to sell meat bundles from Munsee Meats from May 5, 2021 through          May 21, 2021, as presented.  Proceeds go towards new equipment.


  1. Emily Tressler and Amanda Lewis, Best Buddies, request permission to hold jeans week from May 17, 2021 through     May 21, 2021, as presented.  Proceeds go towards supplies for Best Buddies meetings.


  1. Tara Dragoo, DMS Cheerleading, requests permission to sell Concannon’s popcorn and pretzels from May 28, 2021 through June 13, 2021, as presented.  Proceeds go towards apparel, bows, signs, mats, team bonding events, and the cheer banquet.


  1. Chris Overholt, Delta Football, requests permission to hold a Snap Fundraiser from June 1, 2021 through July 5, 2021, as presented.  Proceeds go towards equipment, food, senior gifts, coaches training, and IFCA dues.


  1. Lynde Bratton, Delta Cheer, requests permission to hold a cheer camp from July 12, 2021 through July 14, 2021, as presented.  Proceeds go towards competition fees, program expenses, and uniforms.

  1. Use Of Facilities:


A motion was made by Adam Williams and seconded by Lance Engle to approve the following (items 1-3):


  1. Zack Blankenship, Indiana Longhorns, requests permission to use the Albany baseball diamond on Tuesdays and Thursdays from 6:00 p.m. to 8:00 p.m. to hold baseball practice, as presented; pending Certificate of Liability Insurance Form.


  1. Chris Overholt, Delta Football, requests permission to use the DHS football field and concession stand on June 17, 2021 from 6:00 p.m. to 8:00 p.m. to hold a scrimmage, as presented.


  1. Chris Overholt, Delta Football, requests permission to use the DHS football field and concession stand on July 20, 2021 from 6:00 p.m. to 9:00 p.m. to hold a scrimmage, as presented.


The motion was approved 3-0 vote.


  1.  Donations:


A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items 1-3):


  1. Request for Eaton Elementary School to accept the donation of hog slats from John Dawes, as presented.


  1. Request for Eaton Elementary School to accept the donation of delivering hog slats from Joe Russell, as presented.


3.   Request for Delta High School to accept a donation in the       

       amount of $250.00 from Reece and Stacey Mann, as presented.


The motion was approved 3-0 vote.



  1. LETTERS/NOTES



  1. BOARD MEMBER COMMENTS


Adam Williams – Mr. Williams thanked everyone for coming.  He congratulated Mr. Bright and stated he’s glad this is working well for him and we are benefiting also with his new role.    He appreciates him stepping up to do this and his future endeavors in that position.  He thanked all retirees for their years of service and contribution to students and stated they’ve touched kids hearts in positive ways and he appreciates that.  He stated to the employees who are leaving, he appreciates their service to DelCom.  He stated his kids are counting and we have 18 days of school left.  He asked everyone to keep being smart, do the right things, and stay focused.  He wished everyone well in closing out the school year.


Lance Engle – Mr. Engle thanked Dr. Gullion for his monthly finance review.  He informed everyone its Teacher Appreciation Week, but this is more like Teacher Appreciation Year as far as he’s concerned.  He stated teachers have had to go through a lot this year with the work and effort they’ve had to put in to get started and continue throughout the year.  He stated it gets him a little emotional just thinking about it because it’s been a tough year for them and it’s greatly appreciated.  He congratulated the Integrity Award winners and stated he has a relative who received one and he’s very happy she won.  He congratulated Mrs. Hottinger for winning the Personal Integrity Award and stated she deserves it.  He commented about all the retirees this year.  He stated a lot of good teachers are retiring, but we also have some good ones coming in like Mrs. Smith who will teach 5th grade at Albany.  He congratulated Mr. Bright on becoming Transportation Director and thanked everyone for their donations.  He stated to be a part of DelCom schools, what a difference a year makes.  He stated where we were then to where we are now with exciting things like graduation, testing, and all the things we do to help get the kids along and where they need to be, what a difference.


Trent Fox – Mr. Fox thanked everyone for being here this evening.  He stated Teacher Appreciation Week is huge.  He said the requirements have changed as far as expectations and what is needed to learn those tools, especially for a lot of teachers who are seasoned and been through the ropes and all of a sudden they have to start doing things online and teaching kids through a different platform than they’re used to.  He stated it goes without saying this week is one of those weeks we are supposed to appreciate them.  He stated it’s great they’ve been able to get through and manage and our kids were able to still learn, grow, and move forward.  He stated the appreciation goes out to everyone because it’s been a huge year from the standpoint of we’ve never dreamed we would not be able to be in session and seeing our kids every day. He stated it’s a huge burden for families and for the kids who use school as a way to have something consistent in their life.  He said that consistency is one of the things that make it important for us to get back into the buildings and have the kids here so they know they have a meal every day.  He’s looking forward to hopefully getting rid of masks in the fall and allowing us to at least see the kids’ faces and smiles because those things are important.  He stated he doesn’t know how many times his wife has told him she doesn’t know if she will recognize the kids she’s had this year because she hasn’t seen their faces. He thinks we need to get back to that and allow the kids to be relaxed in the classroom and is looking forward to a different year next year.  He congratulated Mr. Bright and is looking forward to him being Transportation Director.  He hopes we can find someone to help him out and keep transportation running smoothly for him next year.  



  1. FUTURE MEETINGS


  1. A regular meeting of the Board of School Trustees is scheduled for Monday, May 17, 2021 at 6:30 p.m. at the Administration Building.


  1. A Retirement Breakfast is scheduled for Friday, May 28, 2021 at the Delaware Community School Corporation. 



  1. ADJOURNMENT


A motion was made by Adam Williams and seconded by Lance Engle and Board President, Trent Fox, adjourned the meeting at 7:02 p.m.
