MINUTES

Present:  Adam Williams, President; Trent Fox, Vice President; John Adams, Secretary; Alice Gillis, Member; Tyce Stebbins, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

I.                   CALL TO ORDER

At 6:30 p.m. Board President, Adam Williams, called the meeting to order.

 

II.                PLEDGE OF ALLEGIANCE

III.             AMEND AGENDA

A motion was made by Tyce Stebbins and seconded by Trent Fox to amend the agenda, as presented.  The motion was approved unanimously.

 

IV.              MINUTES

A motion was made by John Adams and seconded by Tyce Stebbins to accept the minutes of the business meeting and executive session held on Tuesday, March 15, 2016.  The motion was approved unanimously.

V.                 FINANCE

A.     A motion was made by Tyce Stebbins and seconded by Alice Gillis to accept the list of vouchers, as presented.  The motion was approved unanimously.

B.     Purchases over $7500:

1.       None.

 

VI.              COMMUNICATIONS FROM THE FLOOR

Kelly Brown, Principal at Delta Middle School, stated two eighth grade students have been selected for the 2016 Essay Contest and 2016 Personal Integrity Awards which will be held on Monday, April 11th at Northside Middle School.  Ms. Lewman and Ms. Brown will be attending.  These two students know they are receiving an award, but they don’t know what the award is.  Ms. Brown informed everyone Delta Middle School will host the Academic Super Bowl Invitational Thursday, April 7th  from 3:30 p.m. to 7:30 p.m. and also a State Competition on Saturday, April 20th from 8:30 a.m. to 3:00 p.m.  She stated track began last Monday and the first meet will be held on April 18th.  Ms. Brown informed everyone there will be a Jazz Band Concert on Thursday, April 14th at 7:00 p.m. in the Cafeteria. 

Chris Conley, Principal at Delta High School, informed everyone Austin Calhoun, Davis Klinger, and Dylan Stephenson won the Special Olympics State Basketball Tournament this past weekend.  He stated Jackson Boyle was awarded 1st place at the State Science Fair from the Administration of Chemistry Society.  He also won a Metric’s Conversion Award.  He stated Jackson will go to the National Science Fair to be a Guide for the Judges at the end of this month.  Mr. Conley stated Joli Finley and Audrey Summers will receive awards Monday night from the Committee for Integrity Enhancement at Northside Middle School at 7:00 p.m.  He informed everyone Mia Steigerwalt has been named 1 of 12 Indiana Cheer Championship Academic All-State Cheerleaders and will receive a small scholarship.  He stated this past Friday night from 6:00 p.m. to 12:00 a.m. was Delta High School’s first Dance Marathon that they have been raising money to go towards Riley Children’s Hospital.  He stated they raised a total of $8,228.84 and will be selling a few more shirts in hopes to raise more money.  This event was sponsored by Student Council.  He commented that Anna Groover and Nick Bantz have been awarded Lilly Scholarships by the Community Foundation.  Delaware County only awards two of these scholarships a year and these students got both of them.  He stated with this scholarship, Nick has now chosen to attend Butler University and Anna is looking at attending DePauw University.  Mr. Conley stated they had a great week last week at Delta High School.

Greg Kile, Principal at Eaton Elementary School, stated Carson Wheat was honored tonight at the Kiwanis Terrific Kids Awards Ceremony and Mr. Kile was excited to celebrate with Carson and his family.  He stated Carson is well deserving of this honor.  He informed everyone fourth grader Clayton Monroe was honored for being the Coolest Kid in WLBCland and they were very excited to have Steve Lindell at the school to celebrate.  He stated the students are spending time getting ready for ISTEP and Mr. Kile wanted to thank Mr. Schmaltz for all of his hard work.  Mr. Kile commented this is a time of year he’s reminded of how great our teachers are.  He stated they are moving mountains on behalf of our students to make sure everything goes smoothly.  Mr. Kile wanted to thank everyone involved who made it happen for us to get Chromebooks.  He can’t overstate what a blessing the Chromebooks have been and are going to be.  He stated they have been a game changer with testing. 

Joe Schmaltz, Principal at Albany Elementary School, reiterated his thanks for the Chromebooks.  He stated they have truly been a blessing for our school district and we can now test large classes at one time.  He stated seeing kindergarteners using a Chromebook is amazing.  Mr. Schmaltz just came from the Kiwanis Terrific Kids Awards Ceremony and they honored Chloe Ashcraft who is one amazing young lady.  He informed everyone next Monday Braedon Frantz and Janae Jacobs will be recognized for their Integrity Essays.  Mr. Schmaltz stated in a couple weeks at the Children’s Museum in Indianapolis, WISH TV will recognize different classes from across the state of Indiana and Kathy Hottinger’s 5th grade class was chosen to represent Albany Elementary.  He also invited everyone to the Albany Talent and Art Show this Thursday at 6:30 p.m.  Mr. Schmaltz let everyone know they had 39 students at Kindergarten Round-up on Monday. 

Christy McGuire, Assistant Principal at Royerton Elementary School, thanked everyone for the Chromebooks.  She stated Mr. Marshall was at the Kiwanis Terrific Kids Awards Ceremony celebrating Cody Dickin who is an awesome young man and strong student.  She stated Royerton also has some Integrity Essay Representatives for next Monday as well.  She informed everyone Royerton had their first round of Kindergarten Round-up today with about 43 kids and their parents.  She stated it was an awesome day and they will do it all again tomorrow.  Ms. McGuire let everyone know the next time they see Mr. Marshall to please give him a high five.  She stated he is stretching himself with technology and was able to have a presentation for the parents at Kindergarten Round-up instead of just speaking about it.  She said there was a lot of positive feedback from the parents because they felt they could truly see what their kids’ day will be like.

 

VII.           NEW BUSINESS

A.     Special Presentation

1.       McKibben Demographic Research presented a population enrollment forecast.

B.     Mr. Mann informed the Board about the Elementary School Rule Folder changes. 

C.     Certified Staff

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-2):

1.       Resignation of Erika Hapner, Teacher at Delta Middle School, effective at the end of the 2015-16 school year.

2.      Resignation of Jennifer Olfier, Delta Middle School Band/Choir Director effective at the end of the 2015-16 school year.

The motion was approved unanimously.

3.      A motion was made by John Adams and seconded by Tyce Stebbins to approve the recommendation to employ Shane Conley as a Special Education Teacher at Delta Middle School effective August 1, 2016. The motion was approved unanimously.

4.      A motion was made by Tyce Stebbins and seconded by John Adams to approve the recommendation to employ Cynthia Mick as a Special Education Teacher at Eaton Elementary School effective August 1, 2016.  The motion was approved unanimously.

5.      A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the recommendation to employ Hayley Greiner as a 6th Grade Language Arts/Reading Teacher at Delta Middle School effective August 1, 2016, pending successful completion of all pre-employment testing and licensing.  The motion was approved unanimously.

D.    Classified Staff

1.       A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the resignation of Tarinna Morris, Corporation Treasurer, effective April 15, 2016.  The motion was approved unanimously.

A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the following (items 2-4):

2.      Recommendation for Tamara Matchett, Food Service Cook at Delta High School, to transfer from 2.5 hours per week to 5.25 hours per week.

3.      Recommendation to employ Gary Faust as a Summer Mower effective April 6, 2016, pending successful completion of all pre-employment testing.

4.      Recommendation to employ Brian Clawson as a Summer Mower effective April 6, 2016, pending successful completion of all pre-employment testing.

The motion was approved unanimously.

5.      A motion was made by Tyce Stebbins and seconded by Alice Gillis to approve the recommendation to employ Cheryl Dominick as Corporation Treasurer effective April 18, 2016.  The motion was approved unanimously.

E.     Extra-Curricular

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (items 1-2):

1.       Resignation of Erika Hapner, Delta Middle School Student Council Sponsor, effective at the end of the 2015-16 school year.

2.      Resignation of Erika Hapner, Delta Middle School Academic Coach, effective at the end of the 2015-16 school year.

The motion was approved unanimously.

A motion was made by Trent Fox and seconded by John Adams to approve the following (items 3-6):

3.      Recommendation to employ Marilee Creech as a Special Olympics Sponsor at Delta High School effective for the 2015-16 school year.

4.      Recommendation to employ Marilee Creech as a Best Buddies Sponsor at Delta High School effective for the 2015-16 School year.

5.      Rcommendation to employ Marilee Creech as a Special Olympics Sponsor at Delta High School effective for the 2016-17 school year.

6.      Recommendation to employ Marilee Creech as a Best Buddies Sponsor at Delta High School effective for the 2016-17 school year.

The motion was approved unanimously.

 

F.     Conference Requests/Field Trips

A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (items 1-8):

1.       Scott Gard and Aaron Gordon request permission to attend the Google Certification Academy to be held from March 29, 2016 through March 30, 2016 at Perry Middle School in Indianapolis, IN.

2.      Haley Cross, Renee McAdams, Beth Rees, Crystal King, and Jennifer Stone request permission to attend the Nutrition Inventory Management and Cashier Training to be held on April 5, 2016 at MSD of Lawrence Township in Indianapolis, IN.

3.      Chris Conley requests permission to attend the Early College Network Meeting to be held on April 14, 2016 at the Decatur Early Learning Center in Indianapolis, IN.

4.      Reece Mann requests permission to attend the IAPSS Spring Professional Development Seminar to be held on April 20, 2016 at Brownsburg Community School Corporation in Brownsburg, IN.

5.      Ron Curry and Randy Glaze request permission to attend the Purdue Egg Launch to be held on April 25, 2016 at the Delta Middle School Track in Muncie, IN.

6.      Reece Mann and Darin Gullion request permission to attend the Region 6 IASBO Meeting to be held on April 19, 2016 at New Castle Community Schools in New Castle, IN.

7.      Reece Mann and Darin Gullion request permission to attend the ISBA Spring Regional Meeting to be held on April 20, 2016 at Willie and Red’s in Hagerstown, IN.

8.     Cheryl Dominick, Robin Wirt, and Amanda Summers request permission to attend the IASBO Extra-Curricular Accounting Seminar to be held on April 28, 2016 at The Palms in Plainfield, IN.

The motion was approved unanimously.

G.    Information and Proposals

1.       Superintendent

a.      A motion was made by John Adams and seconded by Tyce Stebbins to approve the Evaluation Model, as presented.  The motion was approved unanimously.

b.      A motion was made by Tyce Stebbins and seconded by John Adams to approve the Delta Learn-To-Swim Camp, as presented.  The motion was approved unanimously.

c.       Superintendent Mann informed the Board of the following fundraisers:

1.       Tracy Fenwick, Delta Middle School PTO, requests permission to hold Just Write a Check from April 6, 2016 through April 29, 2016 from 8:40 a.m. to 3:30 p.m. at Delta Middle School, as presented.

2.      Joe Schmaltz and Brytany Pope, Albany Elementary, request permission to have Dress up Days and sell Autism Bracelets from April 8, 2016 through April 29, 2016, as presented.  Proceeds go towards Autism Awareness and Interlock of East Central Indiana.

3.      Karen Kirtley, FCCLA, requests permission to have a Bob Evans fundraiser during the month of April, Basket Bingo on May 5, 2016, and sell Little Caesars Pizza Kits from April 25, 2016 through May 6, 2016, as presented.  Proceeds go towards the FCCLA National Leadership Conference.

4.      Julie Markland, Leukemia and Lymphoma Society, requests permission to hold Pennies for Patients at Royerton Elementary School from February 6, 2017 through February 24, 2017, as presented. Proceeds go towards the Leukemia and Lymphoma Society.

2.      Assistant Superintendent

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-6):

a.      Use of Facilities:

1.       Larry Swhier, Albany EMS, requests permission to use the Albany Elementary Playground area on March 26, 2016 from 10:00 a.m. to 12:00 p.m. to hold the Albany EMS Annual Easter Egg Hunt, as presented.

2.      Jeff Stanley, Delaware County Sherriff’s Office, requests permission to use the Delta High School Pool on March 28, 2016 from 8:00 a.m. to 12:00 p.m. to hold scuba training, as presented.

3.      Jim Clevenger Jr., Albany EMS, requests permission to use the Albany Elementary Cafeteria, west hallway, classrooms, and lounge on April 9, 2016 from 7:00 a.m. to 3:00 p.m. to hold EMT-B Practical’s, as presented.

4.      Karen Kirtley, FCCLA, requests permission to use the Delta Middle School Cafeteria on May 5, 2016 from 5:00 p.m. to 9:00 p.m. to hold Basket Bingo, as presented.

5.      Chief Dave Snodgrass, Eaton Police Department, requests permission to use the Eaton Elementary Grounds and Playground area on May 20, 2016 from 12:00 p.m. to 10:00 p.m. to hold the Pepper and Merryweather Circus, as presented.

6.      Richard Gillis, Eaton Alumni Association, requests permission to use the Eaton Elementary Gym and Cafeteria on May 21, 2016 from 2:30 p.m. to 7:30 p.m. to hold the Eaton Alumni Banquet, as presented.

The motion was approved unanimously.

b.      A motion was made by Trent Fox and seconded by John Adams to approve the policy on Expenditures from Extra-curricular Accounts for Educational Purposes (2nd Reading).  The motion was approved unanimously.

c.       A motion was made by Trent Fox and seconded by Alice Gillis to approve the request for Delta High School to accept a donation from Keystone Consolidated Ind., as presented.  The motion was approved unanimously.

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items d-e):

d.      Request to surplus items in the Special Education Department, as presented.

e.      Request to surplus items at Delta Middle School, as presented.

The motion was approved unanimously.

IX.              BOARD MEMBER COMMENTS

Tyce Stebbins – Mr. Stebbins stated it’s neat to hear things going on about the students within the buildings.  He commented we have a great group of students and it’s not just reflective of our community, but it’s reflective of the leadership within the buildings and who the students come across on a daily basis.   Mr. Stebbins is proud of our students and feels lucky to be able to sit at the board meetings and hear these things.  He stated he is a very proud community member and thinks our community is something people want to be a part of.  He believes they will find ways to get into our community and we will welcome anyone who wants to jump on board with us.   Mr. Stebbins is thankful for our teachers and staff members who are involved in extra-curricular activities within our schools.  He stated to see the number of people that are doing 2-3 clubs, speaks volumes.  He welcomed Mr. Conley back to his Alma mater and let him know he is glad to have him.  He welcomed Ms. Mick and Ms. Greiner and let them know this is a great community and we are excited to have them as well.  Mr. Stebbins told Ms. Morris it has been nice working with her and he wishes her the best.

Alice Gillis – Ms. Gillis congratulated all the kids that were named tonight for receiving awards.  She commented having 2 Lilly Scholarship award winners is really exciting and for Delta to get both of them in Delaware County is unreal.  Ms. Gillis congratulated Jackson Boyle and stated he does a super job, is a great kid, and she’s very proud of him.  Ms. Gillis is proud of the Integrity Essay students and the Delta High School Dance Marathon for earning 8,000 plus dollars.  She stated it is really great and speaks well of our students’ character.  Ms. Gillis stated Ms. Hottinger’s class getting chosen by WISH TV is wonderful.  She thanked the teachers for putting so much work and effort into extra-curricular activities.

John Adams – Mr. Adams concurred with his fellow board members.  He welcomed the new hires and is glad to have them on board.  He let them know they will enjoy their time with DelCom schools.  He gave a shout-out to Ms. Hapner, Ms. Morris, and Ms. Olfier for their time and effort and stated what they have done for the schools is greatly appreciated.  Mr. Adams congratulated Mia Steigerwalt on her accomplishments with cheerleading.  He stated he’s starting to enjoy hearing more of what’s going on in the schools at the board meetings.  He commented it’s nice the administrators are able to come and share and let people know more of what’s going on.  Mr. Adams stated a lot of good things are going on at our schools with leadership, things around our community, with our principals in the buildings, and the teachers we have.  He said we’ve come a long way, but we’ve done a lot of the same things and that’s a test to the administrators and those that put in the hard work every day to make sure our kids are taken care of. 

Trent Fox – Mr. Fox thanked everyone for coming.  He congratulated the new hires.  He let them know he looks forward to great things from them and hearing all the different things going on in their classrooms.  He thanked Ms. McGuire for all the work she put into the Evaluation Model.  Mr. Fox congratulated Ms. Morris and wished her the best of luck.  He stated he is glad to hear Chromebooks are working out and hopefully we can continue down that path.

Adam Williams – Mr. Williams stated he attended the DelCom Foundation Board meeting yesterday.  He said their mission is to enhance technology through the corporation and they have agreed to fund a new Chromebook cabinet which Mr. Williams greatly appreciates.  He stated the donation from Keystone Consolidated is appreciated as well.  Mr. Williams informed everyone about “A Taste of DelCom” that is put on by the DelCom Foundation. It will be held on Wednesday, April 13th at 5:30 p.m.  He stated if anyone needs additional information, please see the administrators.  Mr. Williams’ new favorite part of the board meetings is having the administrators brag about the students and the wonderful things happening at the schools. 

He appreciates them taking the time to do that because there are a lot of great things happening and it’s wonderful to be able to hear it.

FUTURE MEETINGS

A.     A regular meeting for the Board of School Trustees is scheduled for Tuesday, April 19, 2016 at 6:30 p.m. at the Administration Building. 

B.     An ISBA Spring Regional Meeting is scheduled for Wednesday, April 20, 2016 from 6:00 p.m. to 9:00 p.m. at Willie and Red’s in Hagerstown, IN.

X.                 ADJOURNMENT

A motion was made by Tyce Stebbins and seconded by John Adams and Board President, Adam Williams, adjourned the meeting at 8:06 p.m.
