 MINUTES

Present:  Adam Williams, President; Trent Fox, Vice President; John Adams, Secretary; Alice Gillis, Member; Tyce Stebbins, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

I.                   CALL TO ORDER

At 6:30 p.m. Board President, Adam Williams, called the meeting to order.

II.                PLEDGE OF ALLEGIANCE

III.             AMEND AGENDA

A motion was made by Tyce Stebbins and seconded by Trent Fox to amend the agenda, as presented.  The motion was approved unanimously.

 

IV.              MINUTES

A motion was made by Tyce Stebbins and seconded by Trent Fox to accept the minutes of the business meeting and executive session held on Tuesday, September 20, 2016.  The motion was approved unanimously.

V.                 FINANCE

A.     A motion was made by John Adams and seconded by Alice Gillis to accept the list of vouchers, as presented.  The motion was approved unanimously.

B.     Purchases over $7500:

A motion was made by John Adams and seconded by Trent Fox to approve the following (item 1):

1.       Salyer-Taylor, Inc.         CP                   $11,395.00

(EES HVAC)

The motion was approved unanimously.

 

VI.              COMMUNICATIONS FROM THE FLOOR

Kelly Brown, Principal at Delta Middle School, shared with everyone Mr. Magga’s 6th grade class is doing a program called vocabulary.com.  The month of September his class was ranked 8th in the state which is pretty cool.  She stated the majority of the student’s participation is happening at home.  They are able to login in the classroom as well, but a lot of them are setting goals and doing them at home.  Ms. Brown let everyone know Mr. Magga said it’s a neat program for students.

Joe Schmaltz, Principal at Albany Elementary School, stated they had a great time at Camp Tecumseh last week and now they are gearing up for Grandparents Day Friday.  He wanted to let everyone know Susan Speicher will be recognized this month in the National Spelling Bee Newsletter that goes out to over 50,000 recipients.  Mr. Schmaltz nominated her for this recognition and it will go out all over the United States.

 

VII.           NEW BUSINESS

A.     Certified Staff

1.       A motion was made by Tyce Stebbins and seconded by Alice Gillis to approve the resignation of Shane Hill, Assistant Principal/Athletic Director, at Delta Middle School.  The motion was approved unanimously.

2.      A motion was made by Trent Fox and seconded by John Adams to approve the Agreement to Resolve Employment Status.  The motion was approved unanimously.

3.      A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the request for Lisa Stewart, Teacher at Royerton Elementary School, to take an unpaid 1 day leave, as presented.  The motion was approved unanimously.

 

B.     Classified Staff

A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (items 1-3):

1.       Recommendation to employ Sonia Smith as an Instructional Assistant at Albany Elementary School effective immediately, pending successful completion of all pre-employment testing.

2.      Recommendation to employ Amanda Maxwell as a Sub Bus Driver at Transportation effective immediately, pending successful completion of all pre-employment testing.

3.      Recommendation to correct Maranda Cave’s, Food Service Cook, daily hours from 2.75 to 2.5.

The motion was approved unanimously.

 

C.     Extra-Curricular

A motion was made by Trent Fox and seconded by Alice Gillis to approve the following (item 1):

1.       Resignation of John Rodriguez as an 8th Grade Girls’ Basketball Coach at Delta Middle School effective September 9, 2016.

The motion was approved unanimously.

 

D.    Conference Requests/Field Trips

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-8):

1.       Shane Conley and Cindy Mick request permission to attend Special Education New Teacher Training to be held on October 4, 2016 at the Anthony Administration Building in Muncie, IN.

2.      Lindsey Thompson requests permission to attend the 2016 Fall Coach Edcamp to be held on October 5, 2016 at Zionsville Community High School in Zionsville, IN.

3.      Joey Gossett requests permission to attend the Alternative Education Forum to be held on October 7, 2016 at Center Grove Alternative Academy in Greenwood, IN.

4.      Reece Mann requests permission to attend the 2016 IAPSS District VI Fall District In-Service to be held on October 13, 2016 at Ball State Alumni Center in Muncie, IN.

5.      Cindy Kunda requests permission to attend Parchment Connect: Indiana to be held on October 26, 2016 at Ball State University in Muncie, IN.

6.      Jennifer Conti requests permission to attend the 2016 Indiana School Counseling Conference to be held from November 3, 2016 through November 4, 2016 at the Marriott East in Indianapolis, IN.

7.      Jennifer Case requests permission to attend the 2016 Indiana School Counseling Conference to be held from November 3, 2016 through November 4, 2016 at the Marriott East in Indianapolis, IN.

8.     Katie McGuire and Robin Royal request permission to attend the 2016 Conference for Kindergarten Teachers to be held from November 14, 2016 through November 15, 2016 at the Marriott East in Indianapolis, IN.

The motion was approved unanimously.

 

E.     Information and Proposals

1.       Superintendent

a.      Mr. Mann informed the Board about the Graduation Ceremony Policy (1st Reading).

b.      Mr. Mann informed the Board about the Outside Information Policy (1st Reading).

c.       Mr. Mann informed the Board about Parent Teacher Conferences.

d.      Mr. Mann informed the Board about 2016-2017 Enrollment.

e.      Mr. Mann informed the Board about the following fundraisers:

1.       Alli Juskevice, Delta Cheer, requests permission to take donations for cancer awareness in honor of Pat Addington on October 7, 2016, as presented.  Proceeds go towards Susan G. Komen.

2.      Autumn Grismore, Royerton Library, requests permission to have a Scholastic Book Fair from October 24, 2016 through October 28, 2016 at Royerton Elementary School, as presented.  Proceeds go towards library updates and student education.

3.      Steve Wuthrich, Boys’ Golf, requests permission to sell golf discount cards from now until May 17, 2017, as presented.  Proceeds go towards golf apparel.

4.      Karen Kirtley, FCCLA and Delta Chapter, requests permission to hold a Halloween Fun Night at Delta Middle School on October 28, 2016, as presented.  Proceeds go towards helping students to participate in local, district, and state activities.

 

2.      Assistant Superintendent

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 1-3):

a.      Use of Facilities:

1.       David Bratton, Delta Little League, Inc., requests permission to use the Royerton Baseball Fields from March 1, 2016 through March 1, 2017 to hold Little League Baseball Season and Tournament, as presented. 

2.      Karen Kirtley, FCCLA and Delta Chapter, requests permission to use the Delta Middle School cafeteria, north hallways, and gymnasium on October 28, 2016 from 3:30 p.m. to 7:30 p.m. to hold Halloween Fun Night, as presented.

3.      Larry Swhier, Albany Emergency Medical Service, Inc., requests permission to use the Albany Elementary west hallway and cafeteria to hold first responder practical exam/skills tests on October 29, 2016 from 8:00 a.m. to 12:00 p.m., as presented.

The motion was approved unanimously.

A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (items b-c):

b.      Request for Eaton Elementary School to accept the donation of a wheelchair from Eaton EMT, as presented. 

c.       Request for Delta High School to accept the donation of a twin bedroom suite from Amy Larrabee for the special needs mock apartment, as presented. 

The motion was approved unanimously.

A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the following (items d-f):

d.      Request to surplus items at Eaton Elementary School, as presented. 

e.      Request to surplus items at Albany Elementary School, as presented. 

f.        Request to surplus items at Delta Middle School, as presented. 

The motion was approved unanimously.

IX.              BOARD MEMBER COMMENTS

Trent Fox – Mr. Fox thanked everyone for coming.  He appreciated Mr. Mann’s enrollment presentation and said it’s always good information to hear and have presented to them.  He stated our numbers look good, which is promising.  He hopes that trend will continue and we can stay even, if not go up a little bit.  Mr. Fox wished good luck to all the sports teams.  He stated we just need to get through these next few days and then we’ll have a whole week out.  He hopes everyone can enjoy break and have good quality time with family.

Alice Gillis – Ms. Gillis congratulated Mr. Magga’s class for the vocabulary.com ranking.  She congratulated Ms. Speicher for the National Spelling Bee recognition and wished good luck to all athletic teams heading into tournaments.  She thanked Mr. Mann for the enrollment presentation.  Ms. Gillis stated Mr. Schmaltz and Mr. Kile were kind enough to explain NWEA to her.  She appreciates the time they put into that and was really impressed with the data. 

John Adams – Mr. Adams concurred with his fellow board members.  He wished good luck to all sports teams and thanked the administrators for being here and updating them on everything that is going on. He said getting to know more insight on what’s going on in the buildings is becoming the best part of the board meetings.  He thinks giving NWEA information out is a good thing and anytime we can give data to our parents about their child’s progress is great.  We are here to serve kids and if NWEA testing allows us to be more in tune to what’s happening with our kids and we can relay that to our parents, he doesn’t see that as a bad thing.  He thinks you have to step outside the box and try things to see if it’s what’s best.  He hopes in a few years we will be able to utilize this a little better.  He informed everyone they were all at the Indiana School Board Conference last week and it was good to hang out and fellowship.  He stated they broke off in different areas and listened to different speakers and topics.  Mr. Adams thinks it’s always good to hear other school corporations talk about the success they have and maybe it’s something they can bring to DelCom to better our schools. 

Tyce Stebbins – Mr. Stebbins concurred with is fellow board members.  He stated a question on Ms. Fittes election paper she gave him was “What goal would you give the school administration?”  He stated the goal in general is what we are seeing from Mr. Mann’s enrollment presentation.  We want to be attractive to people in our community, but we also want them to say this is a school system that has a lot going for it. He stated we have really good people here and he feels donations play a role in that.  He said it doesn’t matter what donations we get, they make this school a better school system and he thanked the people who are donating.  He informed everyone Haley Cross took the middle school volleyball team out to cheer on the cross country team.  He stated when you have twenty 6th grade middle school girls screaming and hollering, the cross county runners go from sucking air and frowning to their faces lighting up when they run past them.  He asked Ms. Brown to mention to Ms. Cross that it was great to see.  Mr. Stebbins stated the conference they attended was neat and he learned some things we can hopefully utilize in the future.  He encourages parents to participate in Parent Teacher Conferences.  It’s the best opportunity to meet teachers and learn what your kid is struggling at and their motivations.  Mr. Stebbins’ heart goes out to Rylan Sullivan.  He stated kids get injured all the time and can’t participate, but that one was spotlighted. His heart goes out to anyone who has experienced some kind of hardship in that fashion.

Adam Williams – Mr. Williams concurred with his fellow board members.  He stated having Parent Teacher Conferences through 12th grade is an example of trying new things and he appreciates whoever’s idea it was.  He stated it may be great and it may not, but it’s wonderful and he hopes it goes well.  Mr. Williams greatly appreciates we are in a district that isn’t afraid to be different and continues to try different ways to touch students and help in their education process.  He stated this is another component of trying something else and continuing to stack and accumulate the benefits.  He stated one parent getting more involved in their kid’s progress is a success.  It takes one kid to make it good and hopefully we will have those wonderful moments and this will take off well.

 

FUTURE MEETINGS

A.     An ISBA Fall Regional Meeting is scheduled for October 12, 2016 from 6:00 p.m. to 9:00 p.m. at Willie and Red’s in Hagerstown, IN.

B.     A regular meeting for the Board of School Trustees is scheduled for Tuesday, October 18, 2016 at 6:30 p.m. at the Administration Building.

 

X.                 ADJOURNMENT

A motion was made by Tyce Stebbins and seconded by Trent Fox and Board President, Adam Williams, adjourned the meeting at 7:32 p.m.
