MINUTES

I. CALL TO ORDER
At 6:30 p.m. Board President, Adam Williams, called the meeting to order.
II. PLEDGE OF ALLEGIANCE
III. AMEND AGENDA
A motion was made by Tyce Stebbins and seconded by Trent Fox to amend the agenda, as presented. The motion was approved unanimously.
IV. MINUTES
A motion was made by John Adams and seconded by Tyce Stebbins to accept the minutes of the business meeting and executive session held on Tuesday, July 12, 2016. The motion was approved unanimously.
V. FINANCE
A. A motion was made by Tyce Stebbins and seconded by Alice Gillis to accept the list of vouchers, as presented. The motion was approved unanimously.
B. Purchases over $7500:
1. None.
VI. COMMUNICATIONS FROM THE FLOOR
Joe Schmaltz, Albany Elementary Principal, stated they are ready to start the school year. The teachers have been working hard in all of the buildings and getting ready to go. He stated they had an excellent in-service today at Eaton Elementary with all the elementary teachers. Mr. Schmaltz commented they are off to a fantastic start and can’t wait for the kids tomorrow.
Kelly Brown, Delta Middle School Principal, stated they are also ready to go. They have 10 new staff members this year. She stated athletics start Thursday and they are looking forward to getting the kids involved. Ms. Brown informed everyone student numbers have increased a lot and she’s excited about that. She stated Lindsey Thompson did Professional Development today with the staff and it was very cool. She would highly recommend the other buildings have her come do a PD for their staff because every teacher was in a group, engaged, and had a blast. Ms. Brown informed everyone Officer Joe Turner did an alcohol and drug awareness presentation today at the high school and it was fascinating.
Chris Conley, Delta High School Principal, stated last Thursday morning they had 75 incoming freshmen in their building to meet with 55 upperclassmen student mentors. Those 55 mentors will have blue shirts on tomorrow for the first day of school to identify them as mentors so they can give a helpful hand to new students who have questions. He informed everyone the mentors went to a 2-3 day training to be a part of that. Mr. Conley thanked Chic-fil-A for catering lunch for everyone. He also thanked the custodial staff for all the work they have done inside the building

A. Certified Staff
A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (item 1):
1. Resignation of Lesley Chan, Art Teacher at Delta High School, effective July 22, 2016.
The motion was approved unanimously.
A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 2-3):
2. Recommendation to employ Helen Zacek as an Art Teacher at Delta High School effective August 1, 2016 pending successful completion of all pre-employment testing.
3. Recommendation to employ Mackenzie Dye as a Family and Consumer Science Teacher at Delta High School effective August 1, 2016, pending successful completion of all pre-employment testing.
The motion was approved unanimously.
B. Classified Staff
A motion was made by Tyce Stebbins and seconded by John Adams to approve the following (item 1):

2. Recommendation to employ Melinda Bertram as a Full Time Sub Bus Driver effective August 1, 2016.
3. Recommendation to employ William Carlin as a Full Time Sub Bus Driver effective August 1, 2016.
4. Recommendation to employ Diana Silvey as an Athletic Trainer at Delta High School effective August 1, 2016, pending successful completion of all pre-employment testing.
5. Recommendation to employ Jan Frederick as an Instructional Assistant at Royerton Elementary School effective August 1, 2016.

12. Recommendation to employ Brittany Clements as a Special Education Instructional Assistant at Delta Middle School effective August 1, 2016.
13. Recommendation to transfer Tracey Brooks from a Food Service Cook at Delta Middle School to a Food Service Assistant Manager at Delta High School effective August 1, 2016.
14. Recommendation for Sam Bulluck, Instructional Assistant at Albany Elementary School, to increase hours from 5.5 to 6.25 hours per day.
15. Recommendation for Valarie Jones, Instructional Assistant at Albany Elementary School, to increase hours from 5.75 to 6.25 hours per day.
16. Recommendation for Brittany Webster, Food Service Cook at Eaton Elementary School, to increase hours from 2.5 to 3 hours per day.
17. Recommendation for DeAnne Brown, Food Service Cook at Eaton Elementary School, to increase hours from 5.5 to 5.75 hours per day.

The motion was approved unanimously.
A motion was made by John Adams and seconded by Alice Gillis to approve the following (item 23):
23. Recommendation to employ Becky Stebbins as a School Nurse at Delta High School effective August 1, 2016, pending successful completion of all pre-employment testing.
The motion was approved four in favor with Tyce Stebbins abstaining.
C. Extra-Curricular
A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the following (item 1):
1. Resignation of Lauren Griffis as a Class Sponsor at Delta High School effective July 27, 2016.
The motion was approved unanimously.
A motion was made by John Adams and seconded by Trent Fox to approve the following (items 2-9 and 11):
2. Recommendation to employ Preston Phillips as an Assistant Cross Country Coach at Delta Middle School effective for the 2016-17 school year.
3. Recommendation to employ Robert Jones as a Computer/Art/FACS/Music Department Head at Delta Middle School effective for the 2016-17 school year.
4. Recommendation to employ Deborah Helfst as a Special Education/Health/PE Department Head effective for the 2016-17 school year.
5. Recommendation to employ Rebekah Weaver with 2 Musical Program positions at Delta Middle School effective for the 2016-17 school year.
6. Recommendation to employ Elana Camp with 2 Musical Programs and 1 Musical Group position at Delta Middle School effective for the 2016-17 school year.
7. Recommendation to employ Marsha Virgin as a Student Council Sponsor at Delta Middle School effective for the 2016-17 school year.
8. Recommendation to employ Nakkia Patrick as a Yearbook Sponsor at Delta Middle School effective for the 2016-17 school year.
9. Recommendation to appoint Chris Spegal as a Volunteer Assistant Football Coach at Delta Middle School effective for the 2016-17 school year.
11. Recommendation to employ Austin Lacy as a 7th Grade Assistant Football Coach effective for the 2016-17 school year, pending successful completion of all pre-employment testing.
The motion was approved unanimously.
A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (item 10):
10. Recommendation to employ Suzy Fox as an English Department Chair at Delta High School effective for the 2016-17 school year.
The motion was approved four in favor with Trent Fox abstaining.
D. Conference Requests/Field Trips
A motion was made Tyce Stebbins and seconded by John Adams to approve the following (items 1-3):
1. Cindy Mick and Shane Conley request permission to attend IIEP Measurable Goals to be held on August 17, 2016 at Wes-Del High School in Gaston, IN.
2. Sarah Parker and Brytany Pope request permission to attend STAR Curriculum to be held from August 23, 2016 through August 24, 2016 at Southside Middle School in Muncie, IN.
3. Suzy Fox requests permission to attend the NHS Blood Drive on August 25, 2016 at Delta High School in Muncie, IN.
The motion was approved unanimously.
E. Information and Proposals
1. Superintendent
a. A motion was made by Trent Fox and seconded by Alice Gillis to approve the change in Substitute Teacher Pay, as presented. The motion was approved unanimously.
b. A motion was made by John Adams and seconded by Tyce Stebbins to approve Speech Therapy Services, as presented. The motion was approved unanimously.
c. A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the DMS Tutoring Program, as presented. The motion was approved unanimously.
d. A motion was made by Tyce Stebbins and seconded by John Adams to approve the Delta Learn-to-Swim Camp, as presented. The motion was approved unanimously.
e. A motion was made by John Adams and seconded by Trent Fox to approve the Albany Elementary Camp Tecumseh Trip, as presented. The motion was approved unanimously.
f. A motion was made by Trent Fox and seconded by Alice Gillis to approve the Boys’ Tennis Invitational, as presented. The motion was approved unanimously.
g. Mr. Mann informed the Board about the following fundraisers:
1. Jacci Glancy, Delta Girls’ Soccer, requests permission to sell laundry detergent/trash bags from August 5, 2016 through August 15, 2016, as presented. Proceeds go towards food, clothing, equipment, etc.
2. Chris Overholt, Delta Football, requests permission to sell Delta Gold Cards from August 5, 2016 through August 16, 2016, as presented. Proceeds go towards equipment and practice packs.
3. Dawn Raleigh, Delta Troupers, requests permission to hold a fall play from November 17, 2016 through November 19, 2016 at Delta High School, as presented. Proceeds go towards costuming, sets, props, etc.
4. Dawn Raleigh, Delta Troupers, requests permission to hold a spring play from March 9, 2017 through March 11, 2017 at Delta High School, as presented. Proceeds go towards costuming, sets, props, etc.
5. Joe Schmaltz, Albany Elementary Principal, requests permission to hold fundraisers for the 2016-17 school year, as presented.
6. April Lambert, Delta Basketball, requests permission to hold a golf outing on September 24, 2016 from 11:00 a.m. to 6:00 p.m., as presented. Proceeds go towards Delta Basketball Boosters.
h. Grant Zgunda, Athletic Director, gave a special presentation on Camp/Overnight Travel.
2. Assistant Superintendent
A motion was made by Trent Fox and seconded by John Adams to approve the following (items 1-3):
a. Use of Facilities:
1. Curt Howard, Metro Football, requests permission to use the Royerton and Delta High School football fields August 4, 2016 through October 29, 2016 from 10:00 a.m. to 6:00 p.m., as presented.
2. Josh Sprague, Boy Scouts of America, requests permission to use the Royerton Elementary Cafeteria on August 18, 2016 from 6:30 p.m. to 7:30 p.m. to hold a Cub Scout Recruitment Night, as presented.
3. Amanda Tooley, Boy Scouts of America, requests permission to use the Eaton Elementary Cafeteria on August 10, 2016 and August 25, 2016 from 6:30 p.m. to 7:30 p.m. to hold Launch IntoScouting, as presented.
The motion was approved unanimously.
b. A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the Food Service Charge Policy, as presented. The motion was approved unanimously.
A motion was made by John Adams and seconded by Tyce Stebbins to approve the following (items c-d):
c. Request for Delta Middle School to accept a donation from the Delta Middle School PTO in the amount of $288.88 to be used for a Smart TV, as presented.
d. Request for Delta High School to accept a donation from Com Net, LLC in the amount of $1,083.44 to be used for a new Eagle Mascot suit, as presented.
The motion was approved unanimously.

IX. BOARD MEMBER COMMENTS
Alice Gillis – Ms. Gillis welcomed all new employees and hopes they have a great year. She is glad our numbers are up. She stated the upperclassmen mentors at the high school is a great thing. Ms. Gillis was glad to see Mr. Cleland here and heard he helped with Relay for Life. She gave a shout-out to Joey Gossett who helped with the beef show at the 4H Fair. Ms. Gillis stated she attended our new teacher orientation and she’s sure it has a huge impact on all of our new employees. She appreciates everyone who put that on. They did a great job.
Trent Fox – Mr. Fox thanked everyone for coming. He is excited we are back in session. He commented tomorrow will be the first day with the kids and he’s looking forward to it. He stated we’ve had a lot of changes and have brought in new people. He is looking forward to this year and wants to remind all sports teams about the heat index this week and drinking water is important. Mr. Fox appreciates the donations we received and hopes everyone has a great start to the year.
John Adams – Mr. Adams thanked everyone for coming. He apologized for not attending Opening Day. It’s the first one he’s missed in 10 years and feels it’s important as a board member they are able to be there when everyone comes back. He thanked everyone for their hard work this summer getting the buildings ready because there is a lot of work that goes into that. Mr. Adams has seen a few kids out and about and they are ready to come back to a great school and great staff. He thanked Mr. Zgunda for putting the athletic presentation together. He thinks it’s been long overdue for policies and expectations and he appreciates the hard work Mr. Zgunda put into that. He gave a shout-out to the bus drivers for starting back and reminded the patrons and parents there will be kids on the side of the road so please be careful and protective of our kids out there.
Tyce Stebbins – Mr. Stebbins thanked those who gave donations. He stated there are a lot of people that care about DelCom schools and that’s what makes us different. He hopes patrons, bus drivers, and staff have patience these next few days because busing can be a huge challenge. Mr. Stebbins came from Royerton’s Back to School Night and commented it’s very encouraging to walk through the school and see the building looking great and the teachers excited. He stated everyone on Opening Day seemed upbeat and positive and to see this energy on day one is great. He thanked the staff who have been here all summer. For them to have energy and focus on day one and all throughout the year is appreciated. He stated it’s the attitude and energy that makes that possible so thank you. He would like the principals to pass along that the Board recognizes this and is proud to see it.
Adam Williams – Mr. Williams welcomed all new hires. He’s thankful to have them and their energy. He stated it’s not just new hires, but everyone choosing to work for DelCom every year. He stated quality people choosing to work for this corporation continues to make it better and better. He appreciates it and it can’t be said enough how many wonderful things happen. Mr. Williams commented that teachers are a true blessing, as well as the custodial staff and everyone in between. It is a team effort and he understands everyone has a part involved in it. He said to never lose sight of educating and caring for our children. It is a great responsibility and he appreciates what everyone does.
FUTURE MEETINGS
A. A regular meeting for the Board of School Trustees is scheduled for Tuesday, August 16, 2016 at 6:30 p.m. at the Administration Building.
