MINUTES

  1. CALL TO ORDER


At 6:30 p.m. Board President, Trent Fox, called the meeting to order.

A motion was made by Tyce Stebbins and seconded by Adam Williams to amend the agenda, as presented.  The motion was approved 5-0 vote.



  1. MINUTES


A motion was made by Adam Williams and seconded by Alice Gillis to accept the minutes of the business meeting and executive session held on Tuesday, July 11, 2017.  The motion was approved 5-0 vote.



  1. FINANCE


  1. A motion was made by Tyce Stebbins and seconded by Adam Williams to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.

  1. COMMUNICATIONS FROM THE FLOOR

Jerry Winans, Delta High School parent, would like the Board to reconsider a policy at Delta High School.  He’s not sure when the policy changed, but at one time motorcycles could be ridden by students to campus and that’s no longer the case.  His son Jack found out about the change from friends who have older siblings.  He stated the student handbook does not state anything against motorcycles.  Jack has completed the Motorcycle Safety Foundation Basic Rider Course.  He has been riding for about 18 months and is accident free.  Jack drives safely; never takes chances; is fully outfitted with helmet, jacket, protective boots, and gloves; which is far more than the State requires.  Mr. Winans stated Jack is fully insured so there wouldn’t be any liability with the school.  He would like for the school to go back to the policy of allowing students to ride motorcycles or at least let Jack do a trial case until November under certain conditions.  

Christy McGuire, Royerton Elementary Principal, thanked Lori Meadows and Robin Wirt for their help with registration.  They work hard and diligently and she appreciates that.  She stated Royerton is sitting at 606 students right now.  Three more are coming from out of state which will put them at 609 and they have about a handful more they are still waiting on.  She thanked Mr. Cleland for doing some changes on the website for her and the janitorial staff for getting the building taken care of.  Ms. McGuire thanked the Board for the parking lot project.  She stated it will be beautiful once it’s all done and they will now have more space to accommodate everyone.  


Christopher Conley, Delta High School Principal, informed everyone fall sports started yesterday.  We will start school on Tuesday and our in-service day is Friday with doors opening at 7:00 a.m.  He looks forward to everyone coming.  He gave a shout-out to the custodial crew.  He stated they have been short at least one custodian, sometimes two, for most of the summer.  They have had a roofing project going on and it decides to rain at the wrong times so they’ve had to battle around leaks and construction.  He stated they’ve done a nice job with finishing touches on paint.  Mr. Conley thanked the Board for the 2 Instructional Assistants that have been hired and a couple new teachers they’ve allowed them to add.  He looks forward to a great school year.

Tim Cleland, Delta High School teacher, informed everyone the Freshman Mentor Program is this Thursday.  The freshman will come in from 9:00 a.m. to 11:30 a.m. and 55 mentors will be showing them the ropes.  He stated they will have lunch from Chick-fil-A for everyone.  Should be a good day so if you come by for a great time, you may get a chicken sandwich.  

Haley Cross, Food Service Director, stated the month of June was very busy with over 5,500 meals served to the community.  They had to add another staff member to help with the load.  She appreciated the kids being split up in Summer Blast this year.  For lunch, the older kids went to Albany and the younger kids went to Eaton.  She stated it was great and helped boost numbers at Albany.  DeSoto also did well this summer.  They had a couple construction projects going on at the church and the adults came in and ate so that brought in a little bit of money.  She thanked her staff for working hard and getting them through the summer; the custodial staff for helping them clean; and the maintenance staff for being quick to fix issues.  Ms. Cross stated her son Harlen attended soccer camp this summer and had tons of fun.  She thanked the high school kids that were involved and said it was a great camp.  She stated her son also did football camp and loved being out there with the high school kids as well.  Harlen also attended Summer Blast this summer and loved it.  She stated they were always so busy and they had a good summer.

A motion was made by John Adams and seconded by Adam Williams to approve the following (items 1-5):


  1. Chris Pyle requests permission to attend IICC Summer Field Day to be held on August 24, 2017 at the Hendricks County Fairgrounds in Danville, IN.


  1. Britney Iliff, Angela Decker, Lindsey Thompson, Scott Herring, and Greg Kile request permission to attend Blended Learning Live to be held from August 28, 2017 through August 29, 2017 at the Indiana Government Center in Indianapolis, IN.


  1. Suzy Fox requests permission to attend the Red Cross Blood Drive to be held on August 30, 2017 at the Delta High School Auxiliary Gym in Muncie, IN.

  1. Mr. Mann informed the Board about the NEOLA School Board Policy (Volume 29 Number 1-1st Reading).   


  1. A motion was made by John Adams and seconded by Alice Gillis to approve the DHS Boys’ Tennis Tournament, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Adam Williams and seconded by Tyce Stebbins to approve Classified Benefits (Patient Protection Affordable Care Act), as presented.  The motion was approved 5-0 vote.


  1. Mr. Mann informed the Board about the following fundraisers:


  1. Marsha Virgin, DMS Student Council, requests permission to hold a dance on August 25, 2017 from 5:00 p.m. to 7:00 p.m. at Delta Middle School, as presented.  Proceeds go towards Student Council activities.


  1. Andy Lewman, Delta Girls’ Basketball, requests permission to hold a golf outing on September 24, 2017 from 1:00 p.m. to 6:00 p.m. at Lakeview Golf Course, as presented.  Proceeds go towards expenses for the girls’ basketball program.


  1. Marsha Virgin, DMS Student Council, requests permission to hold Hoops for Holiday from December 11, 2017 through December 15, 2017, as presented.  Proceeds go towards Secret Families.

A motion was made by Tyce Stebbins and seconded by Adam Williams to approve the following (items 1-3):

  1. Curt Howard, Metro Football, requests permission to use the Royerton Elementary grass area, Delta High School football fields, and Metro field from August 9, 2017 through November 11, 2017 to hold football practice and games, as presented.


  1. Jesse Longsworth, Youth for Christ, requests permission to use the Delta Middle School and Delta High School hallways and locker areas on August 12, 2017 from 4:30 p.m. to 6:00 p.m. to hold a Prayer Walk, as presented.


  1. Ryan Parrott, Cub Scouts Pack 11, requests permission to use the Royerton Elementary cafeteria on August 21, 2017 from 5:30 p.m. to 7:00 p.m. to hold Welcome Night, as presented.


The motion was approved 5-0 vote.


A motion was made by Adam Williams and seconded by Tyce Stebbins to approve the following (items b-f):


  1. Request for Delta High School to accept a donation in the amount of $8.84 from The Kula Foundation, as presented.


  1. Request for Royerton Elementary to accept a donation in the amount of $10.98 from The Kula Foundation, as presented.


  1. Request for Albany Elementary to accept a donation in the amount of $7,000.00 from the Albany Elementary PTO, as presented.


  1. Request for Albany Elementary to accept a donation in the amount of $340.00 from Integris Community Church, as presented.


  1. Request for Royerton Elementary to accept the Techpoint Foundation for Youth’s Grant, as presented.

  1. LETTERS/NOTES



  1. BOARD MEMBER COMMENTS

Alice Gillis – Ms. Gillis thanked the administrators and staff for getting the buildings ready to go and being excited about the first day of school.  She stated it’s fun to get going and best wishes for a great school year.  She went by the tennis courts and they look fantastic.  She wished good luck to everyone for a good school year.

Tyce Stebbins – Mr. Stebbins apologized for missing the last meeting.  He tries not to do that very often and appreciates the support to be able to do that.  He stated having to get more Chromebooks is a good problem to have.  He thanked everyone on the Board and Administration within the past 10-12 years because they have done a good job at being fiscally responsible.  He stated there’s a lot of districts who don’t have the ability to do that.  He thanked the Winans family for coming and presenting their case and informed them we will take it under advisement.  He appreciates the professional manner in which they presented their information.  He stated it’s neat to hear about the increasing numbers for Royerton.  He hopes he can make it to Opening Day on Friday morning.  Mr. Stebbins loves to hear about the Freshman Mentoring Program and hopes a lot of people will take advantage of that because it’s a neat thing to have.  He stated Ms. Smoot and Ms. Rees have put a lot of time in and it’s neat they can enjoy retirement.  He’s sure they’ll be missed by many.  He stated it’s great there are always donations because you can never have enough money to support the programs we have for kids.  

Adam Williams – Mr. Williams wishes everyone a successful start to the school year.  He appreciates all the hard work and what everyone does.  He stated everybody works hard and it’s a special group we have here.  

John Adams – Mr. Adams thanked the Winans’ for coming and presenting their information.  He stated as a group, they have to have a discussion and doesn’t want them to think it won’t go under advisement.  He thanked them for coming and appreciates how Jack presented himself.  He feels one of the best board meetings is right before the start of the school year.  They get to hear how everyone’s excited, sports teams are getting started, and everyone’s pumped up to get back.  He knows there has been a lot of hard work that has went in to get ready for the school year.  He gave a shout-out to the custodial staff, transportation, administrators, secretaries, and food service for all the hard work that goes in.  He’s noticed lately in the mornings and afternoons, more cars showing up as teachers are getting excited to get back in the building.  He stated there’s something about getting ready to start the school year and welcoming new kids coming in.  It’s an exciting time.  He stated from this seat, he appreciates the time and effort everyone puts in.  Mr. Adams knows that dealing with the high school roof project has not been easy.  That too will pass, we will have a new roof, and things will be better.  He stated it is a great family that we have here with everyone pitching in; taking care of everybody; and making sure when the kids arrive on the first day, we are all excited for them to show up because it’s a big deal.  He thanked Ms. Smoot and Ms. Rees for the many years with our corporation and the time they’ve spent here.  Mr. Adams thanked everyone who donated to our schools.  He stated it’s great our community supports our kids and what it is we are trying to do.  

Trent Fox – Mr. Fox thanked everyone for coming.  He thanked the Winans’ for the information and stated it’s nice to have things presented in a reasonable fashion so they can take advisement and talk about it.  He appreciates all the work everybody is putting in to get everything ready for the school year.  He’s excited the sports teams are getting ready and geared up. Mr. Fox congratulated everyone that did well with showing this summer.  He appreciates the representation from the DelCom kids and the way they carried themselves and handled their animals.


  1. FUTURE MEETINGS


  1. The Delaware Community School Corporation “Opening Day” meeting will be held on Friday, August 4, 2017 at 8:00 a.m. at Delta High School.


  1. A regular meeting for the Board of School Trustees is scheduled for Tuesday, August 15, 2017 at 6:30 p.m. at the Administration Building.



  1. ADJOURNMENT
