MINUTES


Present:  Trent Fox, President; Lance Engle, Vice President; Jacob Case, Secretary;  John Adams, Member; Adam Williams, Member; Darin Gullion, Assistant Superintendent; and Greg Kile, Superintendent



  1. CALL TO ORDER


At 6:30 p.m. Board President, Trent Fox called the meeting to order.

  1. MINUTES


A motion was made by Lance Engle and seconded by Jacob Case to accept the minutes of the business meeting and executive session held on Monday, September 13, 2021.  The motion was approved 5-0 vote.



  1. FINANCE


  1. A motion was made by John Adams and seconded by Adam Williams to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.


  1. Purchases over $7500:


A motion was made by Jacob Case and seconded by Lance Engle to approve the following (item 1):


  1. Turner Commercial Refrigeration FS $9,101.00

(RES freezer)


The motion was approved 5-0 vote.




  1. A motion was made by John Adams and seconded by Jacob Case to approve Waste Management Contracts, as presented.  The motion was approved         5-0 vote.


  1. A motion was made by Adam Williams and seconded by Lance Engle to approve the following Resolutions:


2022 Bus Replacement Plan

2022 Capital Projects Plan

Appropriations and Tax Rates

 

The motion was approved 5-0 vote.



  1. COMMUNICATIONS FROM THE FLOOR


Scott Blakely, Eaton Elementary Principal, informed everyone they are doing high ability testing right now and things are going well.  He stated tomorrow he is offering ALICE training for all new employees and anyone who wants a refresher course, which is an active shooter training for all teachers.  


Chris Coney, Delta High School Principal, informed everyone girls’ golf won Sectionals for the second year in a row.  He stated boys’ tennis will begin draws tonight at 7:00 p.m. and will either play Wednesday or Thursday evening, the championship will be on Saturday, and Regionals will be next week at Marion.  He stated soccer will have their sectionals next week with boys’ kicking off at Yorktown on Tuesday at 5:00 p.m. and girls’ will play TBD on Thursday at 7:00 p.m. at Hamilton Heights.  He stated Homecoming was Friday night and they had a tremendous crowd with 275 kids minimum on the track or on the field.  He stated that included band, the new flag corp, cheerleaders, the choir singing the National Anthem, and football players.  He stated that doesn’t even count the people who wouldn’t have been there student council wise on the track, but they were there to be in the court.  He stated 31% of their student body was in front of well over 2,000 people receiving accolades.  He stated so when they talk about what sports really do, sports gives everyone else the opportunity to perform in front of people.  He said our kids in the pep session when the band fired up was the most involved he’s seen our students in the pep session in 12 years.  He thanked everyone for their support of band, choir, and all those other kids who get a chance to shine on Friday night.  He commented he doesn’t think we can ever quantify what that does for those kids.  




  1. SPECIAL PRESENTATION- Baker Tilly


A motion was made by Jacob Case and seconded by Lance Engle to approve publishing the Notice of Public Hearing on October 18, 2021 for the project.  The motion was approved 5-0 vote.



  1. TENTATIVE AGREEMENT MEETING TO DISCUSS THE TENTATIVE MASTER 

CONTRACT AGREEMENT


Trent Fox, Board President, opened up discussion on the Tentative Master Contract Agreement.

A motion was made by Lance Engle and seconded by John Adams to approve the following (items 1-2):


  1. Resignation of Gaye Duncan, Custodian at Delta High School, effective September 24, 2021.  


  1. Resignation of Lisa Strouse, Latchkey Supervisor, effective           September 20, 2021.


The motion was approved 5-0 vote.


A motion was made by Jacob Case and seconded by Lance Engle to approve the following (item 3):


  1. Recommendation to employ Stacie Toney as a Non-Route School Bus Driver effective immediately, pending successful completion of all           pre-employment testing.


The motion was approved 5-0 vote.


  1. Extra-Curricular


A motion was made by Jacob Case and seconded by Adam Williams to approve the following (items 1-6):


  1. Recommendation to employ Alison Jackson as a Head Coed Swim Coach at Delta Middle School effective for the 2021-22 school year.


  1. Recommendation to employ Jordan Baldwin as a 7th Grade Boys’ Basketball Coach at Delta Middle School effective for the 2021-22 school year.


  1. Recommendation to employ Michael Huston as an Assistant Wrestling Coach at Delta Middle School effective for the 2021-22 school year.


  1. Recommendation to employ Dave Marshall as a JV Boys’ Basketball Coach at Delta High School effective for the 2021-22 school year.


  1. Recommendation to employ Joshua Werley as an Assistant Swim Coach at Delta High School effective for the 2021-22 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to appoint Chandler Cross as a Volunteer Assistant Varsity Boys’ Basketball Coach at Delta High School effective for the     2021-22 school year.


The motion was approved 5-0 vote.


  1. Conference Requests/Field Trips


A motion was made by Lance Engle and seconded by John Adams to approve the following (items 1-3):


  1. Meghan Frey and Angela Decker request permission to attend Pinners Indiana to be held on October 8, 2021 at the Indiana State Fairgrounds in Indianapolis, IN.


  1. Lindsey Thompson, Trevor Gates, Ryan Parrott, Joey Gossett, and Doug Marshall request permission to attend the HECC Conference to be held from November 10, 2021 through November 12, 2021 at the Union Station in Indianapolis, IN.


  1. Scott Blakely requests permission to attend the IASP Fall Professionals Conference to be held from November 21, 2021 through                November 23, 2021 at the JW Marriott in Indianapolis, IN.


The motion was approved 5-0 vote.

  1. A motion was made by John Adams and seconded by Jacob Case to approve NEOLA Policies-Volume 33, No.2/Special Update on Emergency and Electronic Meetings and Nondiscrimination and Anti-Harassment – 2nd Reading, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Jacob Case to approve School Improvement Plans, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Jacob Case and seconded by Lance Engle to approve the authority to pay claims and hire personnel, as presented.  The motion was approved 5-0 vote.

  2. Superintendent Kile informed the Board about the following fundraisers:


  1. Penny Brown, EES PTO, requests permission to sell Wick’s pies from October 1, 2021 through October 19, 2021, as presented.  Proceeds go towards PTO funded events.


  1. Assistant Superintendent


  1. Use Of Facilities:


A motion was made by Lance Engle and seconded by Adam Williams to approve the following (items 1-3):


  1. Jay Turner, Eaton Police Department, requests permission to use Eaton Elementary on September 15, 2021 from 6:30 p.m. to 9:30 p.m. to hold active shooter training, as presented.


  1. Sunni Matters, Second Harvest Food Bank, requests permission to use the Eaton Elementary parking lot every 3 months beginning October 4, 2021 from 3:30 p.m. to 5:00 p.m. to hold small community distributions, pending Certificate of Liability Insurance Form.


  1. Andy Lewman, DHS Girls’ Basketball, requests permission to use the Delta High School and Royerton Elementary gymnasiums from October 2021 through February 2022 to hold practice/skills development, as presented.


The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Jacob Case to approve the request for the Transportation Department to surplus items, as presented.  The motion was approved 5-0 vote.

  1. BOARD MEMBER COMMENTS


Adam Williams – Mr. Williams thanked everyone for coming.  He stated we have many sports seasons wrapping up and getting into sectionals and he appreciates what they do.  He commented if you still have kids in school, you kind of go to what your kids are involved in so you don’t see everything, but he loves the fact that Delta can offer so many opportunities to kids.  He stated it is wonderful to hear Mr. Conley explain how many kids were able to be represented on the field.  He stated choir was phenomenal at the football game and he really appreciated their National Anthem.  He stated the band keeps getting better each time and the football players seemed like they are getting things back in stride and looked wonderful.  He stated it’s good to see kids succeed and put in the hard work, they don’t always come out with everything working perfectly, but it’s nice to see it all come together.  He commented it was a wonderful moment when the flag corp came out and he could tell they were really enjoying themselves and did a great job. He gave a shout-out to bus drivers and stated he greatly appreciates people stepping up in our community and doing that for our kids.  He said it’s not just a job, it’s a service and they are giving back to the community and that doesn’t go unappreciated.  He stated it takes a special person to do that and he appreciates that group.  He congratulated the cheerleaders who made the All-Conference Cheer Team.


John Adams – Mr. Adams concurred with is fellow board member.  He gave a shout-out to girls’ golf and to all teams getting ready to go into sectionals.  He commented he loves this time of year for fall sports and changing of the seasons.  He stated there are a lot of good things going on and the facilities look great.  He stated if you drive through at night with the new fitness center addition lit up, who can’t be proud to be a part of DelCom and he truly believes that.  He thanked everyone involved who made that happen and stated that starts with here in the Superintendent’s office on down to administrators, teachers, kids, etc.  He stated it’s a great place to be and certainly makes him feel good to sit here and represent our fine schools.  He commented to Mr. Blakely that testing isn’t a fun thing, but it’s a necessary thing and thanked those who are dealing with that.  He appreciates Mr. Conley throwing figures out on how many kids were at the football game Friday night.  He stated he doesn’t know if he’s heard that number before and knows it’s grown because of the music department, but that’s a great example of kids getting an opportunity to be in front of our patrons, showing their talents off, and enjoying a nice Friday night.  He stated it’s not just the guys on the field that get to shine a little bit, but other groups do too and he knows that touches Mr. Conley’s heart just as much as anything to watch the kids be able to do that.  He thanked the new employee’s for picking DelCom and those who left for being a part of DelCom.  He thanked everyone for the jobs they are doing and stated it really looks nice around here.  


Jacob Case – Mr. Case concurred with is fellow board members and thanked everyone for coming.  He wished good luck to all sports teams and congratulated the girls’ golf team.



Lance Engle – Mr. Engle thanked Mr. Blakely for the active shooter training.  He hopes that’s not something we will need or use, but thanked him for taking the lead and doing that for our staff. He stated the football game was great, the National Anthem was probably the best he’s heard in a long time, he was glad to see the color guard, and the band was amazing.  He stated the Albany Fall Carnival was a few weeks ago and thanked all those who volunteered to put that on.  He commented between the staff and parents who put that together, it was a great night for Albany.  He stated it was packed outside and the kids had fun.  He thanked the Albany Lions Club for volunteering their time to serve our kids and community.  He stated it was a great night and a good time.  


Trent Fox – Mr. Fox thanked everyone for being here and hopes everyone enjoys their fall break.  He wished all sports teams good luck and hopes they do well.  He congratulated the girls’ golf team and hopes they can make it three years in a row next year.  He stated he’s looking forward to all other teams being able to compete.  He thanked everyone for their time, effort, and all they are doing.  



  1. FUTURE MEETINGS


  1. The 2021 ISBA/IAPSS Fall Conference will be held from October 10, 2021 through October 12, 2021 at the Indiana Convention Center in Indianapolis, IN.


  1. A regular meeting for the Board of School Trustees is scheduled for Monday, October 18, 2021 at 6:30 p.m. at the Administration Building.


  1. A Ratification Meeting on the Teacher Collective Bargaining Agreement is scheduled for Monday, October 18, 2021 during the regular scheduled board meeting.



  1. ADJOURNMENT
