MINUTES


Present:  Trent Fox, President; John Adams, Vice President; Alice Gillis, Secretary; Tyce Stebbins, Member; Adam Williams, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent


  1. CALL TO ORDER


At 6:30 p.m. Board President, Trent Fox, called the meeting to order.

A motion was made by Tyce Stebbins and seconded by Adam Williams to amend the agenda, as presented.  The motion was approved 5-0 vote.



  1. MINUTES


A motion was made by Tyce Stebbins and seconded by John Adams to accept the minutes of the business meeting and executive session held on Tuesday, May 2, 2017.  The motion was approved 5-0 vote.



  1. FINANCE


  1. A motion was made by Tyce Stebbins and seconded by Alice Gillis to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.





  1. Purchases over $7500:


A motion was made by John Adams and seconded by Adam Williams to approve the following (item 1):

The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Tyce Stebbins to accept the contract for the DHS roof replacement, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by Tyce Stebbins and seconded by Adam Williams to accept the Annual Financial Report, as presented.  The motion was approved 5-0 vote.



  1. COMMUNICATIONS FROM THE FLOOR

Joe Schmaltz, Principal at Albany Elementary School, informed everyone one week from tonight at 6:00 p.m., they are going to have Beauty and the Beast at Albany Elementary.  They will have dinner at 6:00 p.m. and the show will start at 6:45 p.m.  He stated Susan Speicher is the Director and he would like everyone to keep her in their thoughts and prayers.  She lost her father in the winter and today her mother passed away.

Kelly Brown, Principal at Delta Middle School, stated they finish up athletics tomorrow with a conference track meet.  They will hold their awards ceremony next Thursday at 9:00 a.m. She stated she inherited a lot of really neat awards which include the Golden Eagle Award, 212 Degree Award, and the Chuck Kennedy Award.  She states it’s a special day and invites everyone to attend.  

Doug Marshall, Principal at Royerton Elementary School, stated last Friday evening the Department of Education announced there were 41 schools in Indiana that received the Four Star School Award based upon ISTEP scores.  Royerton Elementary was named 1 of those 41 schools.  He congratulated all students, parents, teachers, and staff for their hard work.  


Chris Conley, Principal at Delta High School, stated they are rapidly approaching the end of the school year.  They are hosting girls’ track sectionals tonight; boys’ track will travel to Central Thursday night for sectionals; girls’ softball will travel to Hamilton Heights next Tuesday; and boys’ baseball will travel Wednesday to Yorktown.  He stated if the girls win, they play Thursday; if the boys win, they play Saturday; if the girls win Thursday, they play Saturday too; if the boys win Saturday, they play Monday; and golf is after all that.  He informed everyone they host sectionals in tennis tomorrow night against Muncie Central and the championship round will be on Friday.  He stated a lot of exciting and great things are happening at the high school with the Top 20 Banquet being Sunday at 1:30 p.m. and Senior Awards will follow at 3:00 p.m. He stated if you have a chance to attend, it’s a great thing to see the seniors come up and receive awards from across the spectrum of different outside organizations.  He informed everyone graduation is at Emens on June 3rd at 7:00 p.m.  They have been told the lobby will be open for them to use, but the balcony will be closed.  They won’t be able to be on the lawn, but they can use all the sidewalks to access the south side of Emens and both parking garages will be open.  Mr. Conley looks forward to a great ending to the school year.

  1. A motion was made by Tyce Stebbins and seconded by Adam Williams to accept the resignation of Rachel Underwood, Guidance Counselor at Delta Middle School, effective June 5, 2017.  The motion was approved 5-0 vote.


A motion was made by John Adams and seconded by Adam Williams to approve the following (items 2-3):


  1. Recommendation to employ Kevin Ray as an Industrial Technology Teacher at Delta High School/Delta Middle School effective August 1, 2017, pending successful completion of all pre-employment testing.  


  1. Recommendation to employ Brittany Dominick as a Guidance Counselor at Delta Middle School effective July 25, 2017.

  1. Conference Requests/Field Trips


A motion was made by John Adams and seconded by Adam Williams to approve the following (items 1-4):


  1. Darin Gullion, Cheryl Dominick, and Amanda Pajari request permission to attend School Law and Administrative Rules to be held on June 6, 2017 at The Palms in Plainfield, IN.


  1. Biff Wilson requests permission to attend Canvas Con 2017 to be held on June 12, 2017 at IUPUI in Indianapolis, IN.


  1. Amy Larrabee and Christy McGuire request permission to attend Inclusive Practices for Academic and Behavior for all students to be held on June 16, 2017 at Wyndham Indy West in Indianapolis, IN.


  1. Julia Blakely requests permission to attend Lewis and Clark: An American Epic to be held from July 9, 2017 through July 15, 2017 at the University of Montana in Missoula, MT.


The motion was approved 5-0 vote.

  1. A motion was made by John Adams and seconded by Tyce Stebbins to approve the Delta Soccer Clinic, as presented.  The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Adam Williams to approve the Delta Soccer Club, as presented.  The motion was approved 5-0 vote.


  1. Mr. Mann informed the Board about the NEOLA School Board Policies 0100-9800 (1st Reading).


  1. A motion was made by Tyce Stebbins and seconded by John Adams to approve Doug Marshall transferring from Principal at Royerton Elementary School to Principal at Delta Middle School and Christy McGuire transferring from Assistant Principal to Principal at Royerton Elementary School, as presented.  The motion was approved 5-0 vote.


A motion was made by Tyce Stebbins and seconded by Adam Williams to approve the resignation of Reece Mann, Superintendent, effective June 30, 2017, as presented.  The motion was approved 5-0 vote.


  1. Mr. Mann informed the Board about the following fundraisers:


  1. Kim Bennett, Delta Girls’ Golf, requests permission to sell Delta spirit wear, apparel, and accessories from August 9, 2017 through August 23, 2017, as presented.  Proceeds go towards Booster Club expenses.


  1. Assistant Superintendent


A motion was made by Alice Gillis and seconded by Tyce Stebbins to approve the following (items 1-2):


  1. Use of Facilities:


  1. Eric McBride, Muncie Threat Assessment Center, requests permission to use Royerton Elementary School from June 5, 2017 through June 7, 2017 to hold SWAT School, as presented.


  1. Laura Seibold-Caudill, Delta Swimming and Diving Team, requests permission to use the Delta High School pool and locker rooms in June 2017 from 2:00 p.m. to 5:30 p.m. to hold Delta Swim Camp, as presented.


The motion was approved 5-0 vote.








A motion was made by Adam Williams and seconded by Alice Gillis to approve the following (items b-d):


  1. Request for Delta High School to accept a donation from the Cheerleading Boosters in the amount of $874.00, as presented.


  1. Request for Delta High School to accept a donation from Meijer in the amount of $100.00, as presented.


  1. Request for Royerton Elementary School to accept a donation from Hamilton Township Lions Club in the amount of $350.00, as presented.  


The motion was approved 5-0 vote.

  1. BOARD MEMBER COMMENTS

Adam Williams – Mr. Williams stated the end of the year is exciting and stressful at the same time for teachers and students.  He hopes everybody does their best and continues to stay focused for the remaining 7 school days.  He thanked Mr. Marshall and Ms. McGuire for stepping up and showing interest in continuing on to new roles.  He greatly appreciates that and wishes them the best of luck with the fun challenges they are going to be taking on.  He welcomed Ms. Dominick for accepting the counselor position.  He stated he tries to always mention that people are choosing Delta as their employment beyond us choosing them.  He thanked Mr. Adams and Mr. Mann for working on NEOLA policies.  It’s not an easy task and both parties took a lot of interest in making sure we have everything compliant and right for our school.  He thanked Mr. Mann for taking that on and bringing it to our district because it is definitely going to benefit us for many years to come.  Mr. Williams thanked everyone for the donations and stated it’s always wonderful and encouraging to see different groups contributing to our school.  He thanked Mr. Mann for his service, time, passion, leadership, and the many different endeavors he has taken on.  Mr. Williams wishes we could have had Mr. Mann a little longer, but stated he made a mark and we will be building upon stepping stones and he appreciates all he’s done.



Tyce Stebbins – Mr. Stebbins congratulated Royerton students, parents, teachers, and administration for the Four Star School Award.  He stated it’s an award for the whole community, not just the building.  He welcomed Ms. Dominick and stated he hopes to have good things from her.  He stated Ms. McGuire and Mr. Marshall are taking on new tasks and he hopes they enjoy and lead the same way they have been.  He congratulated Mr. Mann and stated he’s enjoyed having him here.  Mr. Stebbins is sure everything will work out great and they will cross paths in the future.  He wished Mr. Mann good luck with everything and stated he’s sure it’s a better situation which is ultimately why you make those decisions.  He stated the donations mean a great deal.  He thanked Ms. Glaze and Mr. Fant for helping with Delta Force because they put a lot of time and energy into it.  He stated Mr. Marshall, Greg Kile, and a lot of people are involved in making it a neat experience.  It’s ran really well and seeing the kids when they are finishing a half marathon is pretty amazing. He encourages anyone who wants to, to try it.  Mr. Stebbins thanked the Board for putting in a lot of extra time, since he’s been on the Board, interviewing Superintendents.  He wanted to thank them ahead of time for the commitment they are making and for the professionalism it takes to hire a Superintendent.  He knows some days, when he gets done working, he doesn’t feel like cleaning up and coming in here to have to interview somebody.  He knows with all their endeavors, they are making a commitment and are required to be professional.  Mr. Stebbins wished good luck with graduation, hopes all goes great and there’s plenty of room.

Alice Gillis – Ms. Gillis congratulated Royerton for their Four Star School Award.  She thinks it’s great to be 1 out of 41 schools in the state.  She welcomed Ms. Dominick and Mr. Ray and has best wishes for them to have a great career here at DelCom.  She’s looking forward to the dinner theatre at Albany Elementary.  She stated best of luck to all the sports teams as they finish up their seasons.  She wished best of luck to Mr. Mann as he continues on to new endeavors.  Ms. Gillis thanked him for the many things he has gotten started and/or finished and she appreciates that.  

John Adams – Mr. Adams congratulated Ms. Dominick. He’s glad to have her and glad she chose DelCom as a place to serve.  He commented it’s been neat having the administrators here to stand up and speak and let them know what’s going on in their buildings.  He said they get sent a lot of things, but he wanted them to know it’s nice to have them here and to hear what’s going on in their buildings and the special things they are doing.  He thanked them for taking time out of their busy schedules.  He appreciates it and stated in conversations with the Board, they have mentioned several times how neat it is that they come and share information.  Mr. Adams hates to say it, but he expected Royerton to receive the Four Star School Award again because it’s what they’ve been doing and he appreciates that.  He thanked Mr. Marshall for taking on the challenge and going to the middle school.  He is glad to see one of our own who wants to take on that challenge.  He thanked Ms. McGuire for staying at Royerton and for her leadership.  Mr. Adams stated graduation is approaching quickly and a lot of things are happening in the buildings to finish up the year.  He thanked everyone and stated it’s been a good year.  He stated the Board hasn’t had a lot of issues they’ve had to tackle from their side because of the great leadership everyone brings.  He thanked Mr. Mann and stated it’s been a great couple of years.  He hates to see him go, but he totally understands and wishes him the best as he moves on to new endeavors.  

Trent Fox – Mr. Fox thanked everyone for coming.  He congratulated Ms. Dominick and stated he’s looking forward to having good things from her and hopes she enjoys it.  He congratulated Mr. Marshall and Ms. McGuire and looks forward to their leadership in new roles and new buildings.  He appreciates the opportunities they are taking. He thanked everyone for all the work they put in so far this year.  He stated it’s been great to see the year go smoothly and thinks we will successfully get to the end.  Then we can all relax, enjoy the summer, and get that recharged battery we all like to get.  He wants everyone to enjoy and spend time with family.  Mr. Fox hopes all sports teams finish strong and have success in their tournament runs.  He is looking forward to that.


  1. FUTURE MEETINGS


  1. A Retirement Breakfast is scheduled for Friday, May 26, 2017 at 8:00 a.m. at the Delta Middle School Cafetorium.


  1. A regular meeting for the Board of School Trustees is scheduled for Tuesday, June 6, 2017 at 6:30 p.m. at the Administration Building.
